<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 25, 1993 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Mr. Reinhardt, E-Z Recycling, verified that the junk: mail material can be <br />mixed together and bagged separately from the other recycling materials. <br />Fridgen said the City will begin an advertising campaign to explain the <br />program, and phone book recycling program will occur in July and August. <br /> <br />Rebelein questioned whether additional recycling bins would be needed. <br />Fridgen said the additional material could set on top or against the recycling <br />bin. Additional bins are available at City Hall at a cost of $7. <br /> <br />Motion by Gunderman, seconded by Rebelein, to AUTHORIZE THE <br />ADDITION OF MAGAZINES AND JUNK MAIL TO THE CURBSIDE <br />RECYCLING PROGRAM BEGINNING JULY 1, 1993. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Erny Mattila presented the site plan review/rezoning for <br />W ooddale Builders. <br /> <br />The applicant requests to rezone the property (located near Cleveland Ave. <br />and 4th St. SE) from R-2, Two Family Residential to B-1, Limited Business. <br />The applicant wishes to build a 5,500 sq. ft. office building on the site. <br /> <br />Staff recommended to the Planning Commission the denial of the request <br />because a 100 ft. wide lot zoned R-2, w9uld be located between a B-1 and R- <br />3A districts. Staff feels that such an arrangement encourages haphazard land <br />use patterns, and would prefer rezoning the entire R-2 district to B-l. The <br />Planning Commission approved the request so the proposed building could be <br />built and the house on the lot adjacent to the north may continue as a <br />permitted use. <br /> <br />Council has at three options: approve rezoning of entire R - 2 district to B-1; <br />approve rezoning of a large portion of R-2 to B-1; or deny the request to <br />rezone a large portion of the R-2 to B-1. <br /> <br />The rezoning of the entire district would allow the proposed building, but <br />would cause the home to become a type II nonconforming use. The <br />homeowner favors the rezoning only if he were bought out and relocated. <br /> <br />Rezoning a large portion from R-2 to B-1 allows the building and house to <br />continue as a permitted use. The homeowner does not favor this option <br />because he does not want to live between an office building and apartment <br />complex and is concerned in regards to the property value after rezoning. <br /> <br />Denial of the request would not alter the R-2 district which could <br />accommodate three single family homes, three two family homes or six <br />townhouse units.
