He feels delaying the issue adversely <br />affects the neighborhood. <br /> <br />Benke said there is no perfect solution to the issue, and Council is <br />struggling to deal with the risks in a comprehensive way with reasonable <br />costs and least inconvenience to residents, He personally does not agree <br />with the delay, but will consider action at the appropriate time. <br /> <br />Williams said the Torchwood option is not contingent on the research of the <br />signalization plan. Benke said by nature a signalization will require at least <br />six months for construction. <br /> <br />Mr. Keegan requested the barricade be removed and then proceed with the <br />Torchwood study. He was not notified when the barricade was installed. <br /> <br />Childs said because the issue will need to be addressed by the Police, Fire <br />and School officials before the May 25 Meeting, there may not be enough <br />time to schedule a meeting with the Torchwood residents. Benke said the <br />motion states the Torchwood residents would be contacted before the May <br />25 meeting. Williams noted that no decision will be made on the <br />Torchwood issue at the May 25 meeting. <br /> <br />Mattila presented for consideration an amendment to the zoning ordinance <br />to provide for service station canopies. <br /> <br />The Amoco Station on Silver Lake Road has requested to construct a <br />canopy which would be setback 10ft. from the front property line. <br />Canopies are considered structures and require a 30 ft. setback. <br /> <br />The site involves no unique circumstances that would justify a variance of <br />20 ft. Granting a 20 ft. variance would negate the current setback <br />requirements in the ordinance and reduce front yard setbacks to 10ft. for all <br />future additions and construction in the B-3 district. The only option is to <br />amend the ordinance to allow canopies to be setback only 10ft. from the <br />property line. <br /> <br />If Council prefers to consider amending the ordinance for canopies, the first <br />step would be for the Planning Commission to discuss the changes. Mattila <br />would place the item before the Planning Commission on May 18. A draft <br />ordinance amendment can be prepared following the Planning Commission <br />public hearing and then be presented to Council on June 22. <br /> <br />Mattila confirmed that this procedure is the most comprehensive way to <br />amend an ordinance. <br /> <br />Council Business <br /> <br />Redwood Traffic <br />Issues <br />Report 93-135 <br /> <br />Service Station <br />Canopies <br />Report 93-136 <br />
