Marketing Services' request <br />for a peddler's license. He asked for further clarification of the Police <br />background investigation and noted that juvenile crimes are not uncovered <br />by such an investigation, He is not entirely convinced that this type of <br />door-to-door selling by non~residents is correct for New Brighton. <br /> <br />Childs confirmed that an Administrative Intern will begin studying the <br />peddler's licensing issue this summer. If Council has concern regarding this <br />item, it could be tabled and a resolution creating a moratorium for additional <br />issuances could be adopted. Staff would present the completed study to <br />Council this summer. <br /> <br />Williams suggested that future applications include a sample or explanation <br />of the item to be sold door-to-door. <br /> <br />Motion by Gunderman, seconded by Williams, to TABLE THE PEDDLER'S <br />LICENSE APPLICATION FOR C.W. MARKETING SERVICES AND DIRECT <br />STAFF TO PREPARE A RESOLUTION IMPOSING A MORATORIUM AND <br />DEVELOP A STUDY FOR APPROPRIATE CHANGES TO THE ORDINANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Rebelein noted concern of the request to hire William Sanders of Sanders, <br />Wacker, Wehrman and Bergley to prepare the design standards for the <br />downtown projects. She noted the $10,000 hiring agreement and asked if <br />other firms were given an opportunity to bid on the project. <br /> <br />Because Community Director Kevin Locke is not in attendance, Childs will <br />attempt to address Rebelein's concerns. Since this firm prepared the Old <br />Highway 8 Corridor Landscape Plan, staff feels their previous experience <br />and their significant supply of base maps would be beneficial. He is not <br />clear whether other firms were contacted, and suggested that Council could <br />table the item if they desire, so that additional information be presented. <br /> <br />Williams noted the advantages to hiring the same firm to continue the work <br />on Old Highway 8. As he recalls, the previous agreement resulted in an <br />enormous amount of work by the firm. In his experience, this $10,000 <br />estimate is not unnormally high for such detailed work. <br /> <br />Rebelein asked if this estimate would compensate the firm for previous <br />work. Williams does not feel this estimate compensates for previous work, <br />but it would be reasonable to ask for a cost breakdown.
