I

I

I

Council Meeting Minutes
April 27, 1993

Page 10

Council Business. continued

Childs explained that the 1993 City Levy has been approved and the
revenues to fund the program are unavailable at this time.

Williams asked if the program could be moved to July 1993, and the City
could upfront the fees and be reimbursed the following year.

Rebelein said in Brooklyn Center they offer recycling of cereal boxes,
business envelopes, and other paper products. Larson will convey this to
the EOC.

Childs presented for consideration the requirement of residential fire
sprinkler systems.

The Fire Department recommends that any multi-family residential
structures built in the City with government financing be fitted with
residential fire sprinkler systems. Because of State law, the Fire
Department cannot be more restrictive than building codes for non~
government financed structures.

Motion by Gunderman, seconded by Williams, to WAIVE THE READING
AND ADOPT THE RESOLUTION REQUIRING THE INSTALLATION OF
SPRINKLER SYSTEMS IN NEWLY CONSTRUCTED RESIDENTIAL
STRUCTURES OF TWO OR MORE UNITS REQUIRING ANY PUBLIC
FINANCING OR FINANCIAL ASSISTANCE FROM THE CITY.

5 Ayes - 0 Nayes, Motion Carried.

Mattila presented the New Brighton Lumber site plan.

The property is located on 1 st St. and 5th Ave. SW and is zoned 1-2 Heavy
Industrial. The development would contain 5 buildings; one for office/retail
use and the others for lumber and equipment storage.

The facility complies with 1-2 District standards and City's Parking
Ordinance. Staff feels the landscape plan is satisfactory.

The development is the culmination of an effort between the City and New
Brighton Lumber to relocate the facility from the downtown area to the 1 st
St. industrial area. Relocating the facility to an established industrial area
would reduce the impact of the yard on surrounding land uses.

Gunderman received calls regarding neglected property on the site's
southerly portion. Mattila was unsure of the site's leasing arrangement, but
if there is a problem with exterior storage staff will investigate.

Charles Stark, New Brighton Lumber owner, assumes responsibility for the
site, but is unsure where the rubbish came from. There has been vandalism
on the site and he will work this summer to stop this from happening.
Benke noted that these problems occur frequently on undeveloped
properties.

Council Business

Magazine &
Cardboard Recycling
Report 93-122

Sprinkler
Requirements
Report 93-123
Resolution 93-064

New Brighton
Lumber Site Plan
Report 93-124
