The parcel is owned by Don Sztuk <br />and is located at 630 - 4th Avenue NW. <br /> <br />The proposed subdivision exceeds minimum lot standards. The existing <br />house and garage will be located on the northerly parcel, but it does not <br />meet minimum setback requirements. The subdivision would not create <br />any nonconforming setbacks and its impact would be minimal. The <br />development of the southerly lot would compliment the neighborhood. <br /> <br />Benke said the only way to solve the setback problem is to remove a <br />portion of the house or move the structure. Mattila said the house and the <br />setback would not cause any problems to the new parcel. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Rebelein, seconded by Williams, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 7:45 p.m. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT RESOLUTION APPROVING PL-204. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented traffic alternatives for Redwood Lane. <br /> <br />After several meetings, Council and residents determined that 8th St. at <br />Silver lake Road be closed temporarily to conduct a traffic study. Council <br />directed staff to investigate the use of speed humps and removal of the <br />Silver Lake Road median prohibiting left turns from Forestdale Road. <br /> <br />Proper summarized the four options: do nothing until the Silver lake Road <br />reconstruction (remove temporary barricades on 8th St); leave barricades <br />on 8th St. until permanent closure under reconstruction; speed humps <br />installation on Redwood and removal of barricades on 8th St.; or removal of <br />Silver lake Road median that prohibits left turns from Forestdale and leave <br />the temporary barricades on 8th St. until permanent closure. <br /> <br />Dan Soler, Ramsey County, explained that the Forestdale intersection is <br />located 65 ft. south of 7th St. Because a traffic signal was warranted at <br />7th St., installation was conditional upon construction of a median <br />restricting left turns to and from Forestdale onto Silver lake Road. The <br />median and signal were installed in 1970. The County feels the median <br />should not be removed without modifications to Forestdale as part of the <br />7th St. intersection.
