The expenditure amount, benefits and consequences should be <br />kept in context with the original problem of speed levels on Redwood. <br />Either there is a cost of $87,500 for signals or no cost for removal of the <br />barriers. Mr. Soler said the equipment cannot be rented. <br /> <br />A resident said the majority of Forestdale traffic occurs during the morning <br />commute to 1~694. <br /> <br />Williams suggested installation of a "No Left Turn" sign at Forestdale. <br />Benke feels that if a signal is installed, such a sign will be ignored. <br /> <br />A resident suggested moving the median back to accommodate a left turn <br />lane off Forestdale. Mr. Soler said this option allows space to install a "No <br />left Turn" sign, but would not change the situation. <br /> <br />A resident said the discussion has focused on the left turn and ignored the <br />Redwood issue. He feels Mr. Soler is goldplating the issue with permanent <br />equipment. Mr. Soler said the County is not addressing the Redwood <br />traffic problem or neighborhood issues, but was asked to look at what <br />could be done with the intersection. The County responsibility is to operate <br />and maintain Silver Lake Road and how it relates to 1-694. For a public <br />works agency, road design is pertinent to a safe roadway. <br /> <br />A resident asked if the temporary design could be developed into a <br />permanent solution. Mr. Soler said the signal option is temporary and <br />would not be considered a final design. <br /> <br />A resident feels Mr. Soler has not fully researched the temporary solution. <br />Mr. Soler confirmed the County was recently asked to evaluate the issue. <br /> <br />Benke noted concern of spending $87,500 for a temporary solution and <br />questioned if the signal is needed. <br /> <br />Williams feels Mr. Soler satisfactory performed the task for which Council <br />had requested, and noted that he had not heard Mr. Soler demand a left <br />turn signal at that intersection. <br /> <br />Benke explained that Council and residents met many times regarding the <br />8th St. closure. The residents asked Council to consider the closure on a <br />trial basis. <br /> <br />Mr. Soler was not asked to addressed its funding, but if the City requested, <br />the project will be put in competition with other County projects. The <br />earliest for a project to be reviewed would be 1994 or 1995. It does not <br />preclude funding, but it precludes immediate County funding. <br /> <br />City Manager Dave Childs said if Council decided to approve the signal <br />option, staff would be directed to prepare a funding recommendation. <br /> <br />Council Business <br /> <br />Redwood Lane <br />Traffic Issue <br />Report 93-11 9 <br />
