I

I

I

Council Meeting Minutes
April 27, '993

Page 6

Council Business. continued

Benke questioned whether the $87,500 is a wise use of funds and feels
other options should be discussed.

Gunderman said the other options include speed humps which are not
recommended.

Williams said the City, County, League of Minnesota Cities and MN-Dot
object to the use of speed humps. He feels the alternative to spending
$87,500 is by using temporary equipment.

Benke supports the speed hump option.

Rebelein said the only viable options are either a signal or do nothing.
Williams does not feel doing nothing is acceptable.

Motion by Gunderman, seconded by Williams, to DIRECT STAFF TO
PREPARE A BI-SIGNAL PLAN FOR A MINIMAL INVESTMENT THAT
SATISFIES SAFETY CONCERNS AND REPORT THEIR FINDINGS TO THE
COUNCIL ON MAY 11.

5 Ayes - 0 Nayes, Motion Carried.

A resident noted that the barricade was installed on a trial basis and asked
why the barricade is not scheduled to be removed.

Proper noted that when the Silver Lake Road project is complete, 8th St.
will be permanently closed and Forestdale will be realigned.

A resident who lives on Forestdale said the barricades were installed
because a child was hit by a car. Benke confirmed that the barricade was
installed because Council reviewed alternatives to controlling speeds and
traffic in the neighborhood, the accident was incidental. She said her
family has added .7 miles per trip because of the barricade.

Benke said the barricades were installed temporarily at the suggestion of
residents to see how it would impact the neighborhood and traffic levels.

One resident said the majority wants the barricade removed.

Gene Fore, 729 Forestdale, favors removal of the barricade and noted the
high speeds on Forestdale.

A resident feels it does not make sense to spend $87,500 for a temporary
solution and feels the barricade should be removed.

Benke said the Council motion directed staff to develop a less costly plan.

Steve Novak, 747 Redwood, noted that the factors associated with the
traffic problems have occurred after many Redwood residents had
purchased their homes.

Council Business

Redwood Lane
Traffic Issue
Report 93-119
