He takes issue with the findings which state there is <br />market share to support the Center, and that the Center would be better off <br />without a church and school. The Church requests additional time to <br />review these findings and determine whether their analysis will be <br />performed in-house or by a consultant. <br /> <br />Benke sympathizes with the Church, but continuing to keep the issue open <br />leaves the tenants in a difficult position. <br /> <br />Mr. Carson said it is not the Church's intention to take more time than <br />necessary since they would like to begin construction this fall. He <br />requested the Church be given 45 days to review the report and present <br />their findings at the May 25 Council meeting. <br /> <br />Gunderman feels it is appropriate to give the Church time to review the <br />report, but noted the many merchants whose businesses are dependent <br />upon the decision. He is uncomfortable with delaying the decision for 45 <br />days and suggested the issue be decided at the April 27 Council meeting. <br /> <br />City Attorney Charlie leFevere said the subject matter of the McComb <br />report is no different than what was recommended by staff and Planning <br />Commission in September. The applicant has had ample opportunity to <br />present evidence which is essential to the permit. <br /> <br />Mattila said the City received the report on Friday and staff volunteered to <br />messenger the report to Mr. Carson's office. Mr. Carson's secretary said <br />he was out of town and the City could mail the report to his office. <br /> <br />LeFevere feels that because the Church has not had a great deal of time to <br />review the report, Council should provide opportunity for the applicant to <br />present evidence on the issue and allow additional time for review. <br /> <br />Bob Erhart, 1847--15th Ave., said his family patronizes at least 50% of the <br />Center's stores and asked the Council to deny the Church proposal. <br /> <br />Chet Glisan, 7800 Long Lake Road, feels the Center is unique because it is <br />bordered by other cities and is against the Church pushing out the tenants. <br /> <br />Greg Belting, Chamber President, said the Chamber Executive Committee <br />reviewed the report and recommended their endorsement to the Board of <br />Directors. The study underscores their previous position statement that the <br />Chamber is strongly against approval of the special use permit. <br /> <br />Dave Ulrich, Spectical Shoppe, has been in the Center for 17 years and <br />feels the delay has been detrimental to business. He feels the Council <br />should make the decision which is best for the City. <br /> <br />Jean Smith, resident, feels the Church has had enough time to analyze the <br />issue and Council should make a decision.
