McComb began <br />his business in 1974, and previously worked for Dayton-Hudson. He has <br />been retained to performed many market studies throughout the country. <br /> <br />Williams asked if the Church plans are unique. McComb said the market <br />analysis is not unique, but has not seen a church located within a shopping <br />center anywhere across the country. He feels shopping centers and <br />churches do not mix. <br /> <br />With the information received, Williams is ready to vote. However, it is <br />correct to allow the Church time to review the report and requested action <br />on April 27. His allegiance is with the merchants and respects their needs. <br /> <br />Benke suggested that Church feedback should be received by April 23. <br /> <br />Mr. Carson said the Center's vacancy rate is a serious problem and is not <br />due to maintenance, but is endemic to the area and their report will <br />substantiate this. Their report would not be completed by April 23, and <br />requested deferral to May 11. To accept the report verbatim is unfair. <br /> <br />Williams feels that continuing to delay the issue is unfair to the tenants. <br />The Church knew a study was underway and should have prepared for the <br />results. Mr. Carson said that because the study was received on Monday, <br />they have not had a chance to take issue with it. <br /> <br />Rebelein is willing to defer action for two weeks. She noted concern of the <br />Center's condition and the tenants inability to conduct business under such <br />uncertainties. She invites Church input prior to the next meeting, but is <br />prepared to support the motion to deny the special use permits. <br /> <br />Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO <br />PREPARE THE APPROPRIATE RESOLUTION OF FINDINGS OF FACT FOR <br />THE DENIAL OF SPECIAL USE PERMITS SP-172A AND Sp.172B FOR <br />CONSIDERATION AT THE APRIL 27, 1993 COUNCIL MEETING; AND <br />ALLOW THE CHURCH UPON THE ROCK TO PRESENT FURTHER <br />INFORMATION TO THE COUNCIL BY APRIL 23. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Dave Ulrich is trying to rent business space which is dependent upon this <br />decision. Benke said the approved Council action will put the wheels in <br />motion, and suggested that Mr. Ulrich explain this to the other party. <br /> <br />City Manager Childs said on March 30, the Senior Citizen Center Task <br />Force presented their final report to the four Councils (Spring lake Park, <br />Fridley, Mounds View, and New Brighton). The Task Force found interest <br />and support for a multi~city senior program and facility, and recommends <br />construction and design with a cost of about $1.8 million. The facility <br />would be located in the Fridley Anoka County Park.
