A formal <br />decision cannot be made until the terms of an agreement are presented. If <br />Council has interest, staff would begin work on an agreement. This does <br />not commit the City to a project, but allows for additional research. <br /> <br />Childs said this action is not a decision to proceed with the Center, but to <br />continue study and development of the joint powers agreement. <br /> <br />Rebelein, Council Task Force Representative, said the Task Force members <br />have spent many hours working towards this important goal. <br /> <br />Gunderman commended Williams and Rebelein for their work. <br /> <br />Benke said the cities would share costs to build and operate the Center. <br /> <br />Rebelein noted that the cost and funding allocations will be further studied, <br />but the formula will involve each city's population and its percentage of <br />seniors. The proposal allows New Brighton and Fridley to fund the capital <br />costs by borrowing against reserves. Those funds would then be paid back <br />by the cities according to responsibility for the cost of the facility. <br /> <br />Benke said any questions raised at the joint meeting will be addressed at <br />subsequent discussions. <br /> <br />Rebelein said one issue raised involved the designation for representation on <br />the governing board. She asked staff to review this issue. <br /> <br />Chet Glisan said the Eagles and Tri City Legion sponsor senior programs and <br />questioned the amount of seniors who would visit the Center. He feels the <br />senior population is a viable and resourceful group of people. <br /> <br />Rebelein said one of the proposed programs involves the coordination of <br />senior volunteers to assist in the community. The Task Force has received <br />many suggestions and recommendations for programs from the public. <br /> <br />Williams said seniors are a diverse group of people with different interests, <br />and the Center will help these people stay young and viable. <br /> <br />Motion by Rebelein, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION RELATING TO THE RECOMMENDATIONS OF <br />THETASK FORCE AS PRESENTED ON MARCH 30, 1993, WITH THE <br />ADDITION OF SPECIFIC ISSUES TO BE ADDRESSED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs explained that previously, Council directed staff to investigate the <br />possibility of working with School District 621, Ramsey County, Northwest <br />Youth and Family Services and Headstart regarding a joint venture to <br />develop a family service center.
