<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 23, 1993 <br /> <br />Page 3 <br /> <br />Public Hearing - 7:41-7:57 p.m. <br /> <br />City Engineer Les Proper presented the feasibility report for street <br />reconstruction in the Apache Hills area located south of Foss Road and the <br />Oakwood Drive area south of Co. Rd. E. <br /> <br />The streets include: 6th Street, 7th Street, 10th Avenue, 20th Avenue, <br />Benz Road, Continental Drive, Court Circle, Imperial Drive, McCallum Drive, <br />Riviera Drive, Rolls Drive, Oakwood Drive, 17th Avenue, Skyhigh Drive, <br />Gaines Drive and 20th Avenue. These streets were originally constructed <br />between 1964 and 1968, and have been identified for rehabilitation in the <br />Capital Improvement Plan. <br /> <br />A public information meeting was held on February 2, and those in <br />attendance were in favor of the project. <br /> <br />The project includes removal of bituminous surface and replacement with <br />new bituminous surfacing, replacement of broken or cracked curbing, and <br />some minor driveway repair work. Most drainage problems would be <br />corrected by curbing, but staff proposes a small section of storm sewer on <br />Continental Dr. Staff identified 24 areas which will need some minor <br />repairs to sanitary sewer lines. <br /> <br />The total project cost is $1,050,000 (street cost - $963,100, storm sewer <br />cost - $37,400). The City will pay 75% of the street and storm sewer <br />costs and the remaining will be special assessed against the benefitting <br />properties. The street assessments would be divided among the 401 lots <br />at $600/per lot. The storm sewer costs would be divided among the <br />benefitting properties at $31/per lot. <br /> <br />The contract would be let this spring and the project will be completed by <br />November 1993. The special assessment hearing will be held in 1994. <br /> <br />Benke asked if the assessment hearing could be held in 1993 so that the <br />homeowners could take advantage of low interest rates and avoid <br />additional interest payments.
