I I I Council Meeting Minutes March 23, 1993 Page 3 Public Hearing - 7:41-7:57 p.m. City Engineer Les Proper presented the feasibility report for street reconstruction in the Apache Hills area located south of Foss Road and the Oakwood Drive area south of Co. Rd. E. The streets include: 6th Street, 7th Street, 10th Avenue, 20th Avenue, Benz Road, Continental Drive, Court Circle, Imperial Drive, McCallum Drive, Riviera Drive, Rolls Drive, Oakwood Drive, 17th Avenue, Skyhigh Drive, Gaines Drive and 20th Avenue. These streets were originally constructed between 1964 and 1968, and have been identified for rehabilitation in the Capital Improvement Plan. A public information meeting was held on February 2, and those in attendance were in favor of the project. The project includes removal of bituminous surface and replacement with new bituminous surfacing, replacement of broken or cracked curbing, and some minor driveway repair work. Most drainage problems would be corrected by curbing, but staff proposes a small section of storm sewer on Continental Dr. Staff identified 24 areas which will need some minor repairs to sanitary sewer lines. The total project cost is $1,050,000 (street cost - $963,100, storm sewer cost - $37,400). The City will pay 75% of the street and storm sewer costs and the remaining will be special assessed against the benefitting properties. The street assessments would be divided among the 401 lots at $600/per lot. The storm sewer costs would be divided among the benefitting properties at $31/per lot. The contract would be let this spring and the project will be completed by November 1993. The special assessment hearing will be held in 1994. Benke asked if the assessment hearing could be held in 1993 so that the homeowners could take advantage of low interest rates and avoid additional interest payments. Proper said this is possible, however the assessment amounts would reflect estimated costs, not actual amounts which could pose some problems. There were no comments from the audience. Motion by Gunderman, seconded by Williams, to CLOSE THE HEARING. 5 Ayes - 0 Nayes, Motion Carried.
