<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 23, 1993 <br /> <br />Page 4 <br /> <br />Public Hearina - 7:59-8:08 p.m. <br /> <br />Proper presented the feasibility report for the Innsbruck Drive street <br />reconstruction project. <br /> <br />The project includes North Innsbruck Drive from Silver Lake Road to the <br />Fridley border. North Innsbruck Drive is a 48 foot wide road which carries <br />a considerable amount of traffic. It was constructed between 1976 and <br />1980, but poor soil and building patterns deteriorated the roadway. <br /> <br />Staff proposes the bituminous surfacing be replaced with new bituminous <br />surfacing, some curb and sidewalk repair, and four locations will involve <br />sewer repairs. <br /> <br />An informational meeting was held and those in attendance generally were <br />in favor of the project. <br /> <br />The estimated project cost is $116,900, and does not include $3,000 for <br />sanitary sewer repairs. Most of these costs will be paid from Municipal <br />State Aid funds. The amount to be assessed to the benefitting properties <br />equals about $10,700 or $210/per lot. <br /> <br />The project will be completed in October, and the assessment hearing will <br />be held in 1994. <br /> <br />Lanny Pyzek, 150 Oakwood, complimented Proper and the City for keeping <br />the City's street reconstruction improvements up-to.date. <br /> <br />Motion by Larson, seconded by Rebelein, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:08 p.m. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR PROJECT 93-2, <br />NORTH INNS BRUCK DRIVE STREET RECONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Report VII-3, Habitat for Humanity, was moved to later in the agenda. <br /> <br />Council Busines~ <br /> <br />Engineering Aide Brian Olson presented a request for reduction of volumes <br />and speeds of vehicles on Redwood Lane, north of Forestdale Road. <br /> <br />Council previously discussed: discouraging through-traffic by signage, <br />additional stop signs, speed bump construction, and complete elimination of <br />through-traffic by blockading the Silver Lake Road access.
