Proper said there appears to be state-wide interest in the <br />reduction of residential speed limits. <br /> <br />Don Erickson, 900 Redwood Lane, suggested installing a right turn lane <br />from the north onto 8th St. which would allow only a southern exit. <br /> <br />Olson said installation of a right turn lane would only allow traffic from the <br />north to turn. He feels this option would not improve traffic volumes and <br />could increase traffic on Redwood. <br /> <br />Benke feels the option could cause a tendency to avoid the Forestdale <br />signal and turn onto 8th St. which would increase traffic on Redwood. <br /> <br />One resident suggested the removal of the 8th St. median on Silver Lake <br />Road in front of Forestdale Road. Benke verified this option was reviewed, <br />but Ramsey County would not agree to this option as a temporary solution. <br /> <br />Steve Novak, Redwood Lane, feels the street's grades inhibit visibility and <br />create a safety problem. He said the hill on Redwood causes cars to <br />accelerate and feels a speed hump should be installed. <br /> <br />Julie Novak, Redwood Lane, feels the speed counts were not taken at the <br />correct time of year. The study was conducted in the winter when speed <br />levels are lower because of slippery conditions. This area has been a long <br />term problem and did not receive attention until a child was hit by a car. <br /> <br />Gunderman feels that a temporary solution, such as having Ramsey County <br />remove the median that prohibits vehicles turning left onto Silver Lake Road <br />from Forestdale is workable. <br /> <br />Benke suggested the barricade remain and staff be asked to evaluate and <br />prepare a plan for the construction of appropriate speed humps. <br /> <br />Gunderman is opposed to the inclusion of speed humps. <br /> <br />Motion by Gunderman, seconded by Larson, to REQUEST RAMSEY <br />COUNTY TO INVESTIGATE THE INTERIM SOLUTION THAT WOULD <br />ALLOW VEHICLES TO MAKE A LEFT TURN ONTO SILVER LAKE ROAD <br />ONTO FORESTDALE ROAD. <br /> <br />4 Ayes - 1 Nayes (Benke), Motion Carried. <br /> <br />A resident feels the installation of a speed bump would help reduce speeds. <br /> <br />Benke suggested that staff investigate the speed hump option and prepare <br />plans and specifications for their installation north of Redwood, west of <br />Forestdale, and/or south of Driftwood and Redwood. <br /> <br />Williams prefers that staff prepare a study outlining such locations of speed <br />humps and then present these to Council. <br /> <br />Council Business <br /> <br />Volume and Speed <br />Level Study <br />Report 93-086 <br />
