<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 23, 1993 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />One resident who lives on Forestdale feels that installation of speed bumps <br />on Forestdale would not lower speed levels. <br /> <br />Benke said speed humps provide some control over speed levels. <br /> <br />Sharon Balmer, 923 Forestdale, asked what would be the timeframe for <br />both studies. Benke said the studies should take about four weeks and <br />construction could be started when weather permits. <br /> <br />Williams asked if the Redwood residents have found that the barricade <br />helped reduce speed levels. Some residents felt that the speed levels were <br />reduced after the barricade installation. <br /> <br />Larson questioned whether the right turn lane oPtion on 8th St. NW would <br />create illegal turns onto Silver Lake Road. <br /> <br />Proper feels the left turn option would not serve any purpose for the <br />elimination of speed levels. <br /> <br />Rebelein asked if the installation of a permanent barrier would create a long <br />cul~de-sac with very limited egress for emergency vehicles. Proper said <br />that according to City ordinance, cul-de-sacs are limited to ',000 feet in <br />length. This proposal would involve a culMde-sac of about 800 feet in <br />length. Rebelein suggested a permanent barrier in the middle of Silver lake <br />Road and 8th St. to prevent left turns, but also preserve an emergency <br />entrance. <br /> <br />Motion by Benke, seconded by Williams, to DIRECT STAFF TO <br />INVESTIGATE AND PREPARE A FEASIBILITY STUDY OUTLINING <br />LOCATIONS FOR SPEED HUMPS IN THE FORESTDALE/REDWOOD AREA. <br /> <br />4 Ayes - 1 Nayes (Gunderman), Motion Carried. <br /> <br />Proper said a staff report could be presented in four weeks and construction <br />could be completed in June. Residents would receive notices when the <br />study of both options will be presented. Gunderman suggested that <br />Ramsey County representatives be in attendance at the meeting. <br /> <br />Public Hearing - 9:10-9:11 p.m. <br /> <br />City Planner Erny Mattila presented a request for a minor subdivision to split <br />two oversized single family lots into 5 single family lots. <br /> <br />Habitat for Humanity constructed one single family home on the site. The <br />proposed subdivision complies with district and subdivision standards. <br />Because Parcel 5 is located on the NE quadrant of 5th Ave and 5th St, staff <br />recommends construction of a landscape berm along the south property line <br />to serve as a screen.
