Discussion related to process of work sessions-decision making verses <br />no decision ability for worksession. <br />(This item was added to the agenda at the request of Cormcil Member <br />Doffing-no report was produced.) <br /> <br /> <br />louncil Member Doffing explained that the work sessions prior to Ci1y Council <br />meetings are common. During these work sessions, decisions are not made, and <br />staff direction should not be given. Additionally topics are discussed that are not <br />on the work session agenda. <br />Secondly, there was no City Conncil approval directing the Planning COnurllssion <br />to conduct a Public Hearing. Conncil Member Doffing strongly cautioned the <br />Council Members on how work sessions are conducted. <br /> <br />2. JOM Ordway of Pratt Ordway Properties on behalf of Limu Coffee <br />(SP2006-009), 500 5th Avenue NW, Special Use Pemrit in order to <br />amend the General Development Plan to construct a drive-thru lane at <br />the west end of the existing building. <br />Report No. 06-166.
