Benke said the current fund is not limited to Long Lake Park <br />improvements and is set up to offset operating costs and provide funds for capital <br />improvements in all City parks. Rebelein feels it is important that all the parks are <br />included in funding program. Anderson said the name is misleading because the <br />funds do not go into Long Lake Park improvements, the funding is applied to City <br />park improvements. Rebelein suggested the fund be renamed to the New Brighton <br />Park Fund. <br /> <br />City Attorney Charlie LeFevere has created a number of similar municipal tax <br />exempt fund programs for other cities and found that a tremendous amount of funds <br />were raised. He felt it would not be necessary to set up a separate foundation. <br /> <br />Motion by Williams, seconded by Rebelein, to IMPLEMENT THE ROUND-UP <br />PROGRAM WITH THE FUNDS USED AS PROPOSED IN OPTION ONE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Williams, seconded by Benke, to DIRECT STAFF TO WORK WITH <br />THE CITY ATrORNEY AND PARK BOARD TO DEVEWP THE CONCEPT <br />OF AN ENDOWMENT PROGRAM FOR PARK AND RECREATION <br />IMPROVEMENTS AND PRFSENT THEIR RECOMMENDATIONS TO THE <br />COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented the feasibility study for North Innsbruck Drive <br />Street Reconstruction Project 93-2. <br /> <br />The project consists of the reconstruction of North Innsbruck Drive between Silver <br />Lake Road and the west city limits. Reconstruction will include the removal and <br />replacement of the existing bituminous surfacing and curb and sidewalk repair. Staff <br />determined that it is more desirable to replace the street with new bituminous <br />surfacing. <br /> <br />North Innsbruck Drive is a Municipal State Aid street and the reconstruction is <br />proposed to be financed with MSA funds. The estimated project costs would be <br />$116,900, and the majority will come from MSA funds. However, an amount of <br />$10,700 would be special assessed to the abutting lots, and represents about $210 <br />per lot. <br /> <br />An informational meeting was held and the residents present seemed to be in favor of <br />the project.
