After much research, <br />staff recommends the higher bid from Flexible Tool Company because the ABM <br />machine did not meet the following specifications: the water tank is not fabricated <br />with rounded comers, it does not include a reel stop safety feature, the hose level <br />wind does not function properly, possible problems with the supply of spare parts, <br />and the company failed to include the required affirmative action statement. <br /> <br />Several Minnesota cities use Flexible machines and staff has a high level of comfort <br />with the machine. The old machine was from Flexible and the City had many years <br />of reliable service. <br /> <br />Because of restrictions associated with the City accepting a higher bid, LeFevere <br />requested that ABM be notified that the City is not recommending their bid. Staff <br />has notified ABM. After reviewing the contracts and specifications, LeFevere feels <br />that the selection of the higher bid is correct. <br /> <br />Proper said that many years ago, the City purchased a street sweeper that was <br />unproven. It was less money and appeared to be equal to the sweeper that was <br />specified. However, the sweeper never worked satisfactory and had to be replaced <br />before it was not very old. Because of this and the specifications, staff recommends <br />the City to purchase the Flexible machine. <br /> <br />I No one from ABM was present in the audience. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE PURCHASE OF A <br />NEW illGH PRESSURE SEWER CLEANING MACIllNE FROM FLEXIBLE <br />TOOL COMPANY IN THE AMOUNT OF $84,098.79. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fire Marshal Mark Bishop presented for consideration the requirement of residential <br />fire sprinkler systems. <br /> <br />The changes in construction techniques produce more homes using engineered trusses <br />and supports rather than traditional 2x lumber, which in turn, changes how a <br />building reacts to fire. These homes are more prone to major structure damage or <br />collapse in a fire. The solution to this problem is installation of residential sprinklers <br /> <br />The Fire Department recommends that any multi-family residential structures which <br />are built within the City with govermnent financing be fitted with residential fire <br />sprinkler systems. <br />Because of State law, the Fire Department cannot be more restrictive than building <br />codes for non-government financed structures. <br /> <br />I <br /> <br />Williams feels the proposal's intent is in keeping with the Housing Study. <br /> <br />Motion by Williams, seconded by Larson, to DIRECT THE CITY ATIORNEY <br />TO WORK WIm THE FIRE MARSHAL IN DEVEWPING AN <br />ORDINANCE REQUIRING THE INSTALLATION OF SPRINKLER <br />SYSTEMS IN NEWLY CONSTRUCTED RFSIDENTIAL STRUCTURES OF <br />TWO OR MORE UNITS WIlleR ARE GOVERNMENT FINANCED <br /> <br />Council Business <br /> <br />Purchase of Hydraulic <br />Sewer Cleaning <br />Machine <br />Report 93-069 <br /> <br />Fire Sprinkler System <br />Ordinance <br />Report 93-{)70 <br />
