There will be some minimal grade adjustments to improve surface <br />drainage where necessary. <br /> <br />A new storm sewer is proposed for 2nd St and 3rd St. in the Mork <br />Campion area. The existing 42 inch storm sewer on 4th St between 11 th <br />Ave and Old Hwy 8 may need to be replaced with a 48 inch storm sewer. <br />However, staff is looking into alternate ways to divert parts of the pole yard <br />drainage areas to other systems. <br /> <br />Residents will be kept informed of construction activities and schedules. <br /> <br />The total cost for the street improvement is $674,000. In accordance to <br />City policy, 25% of the street surfacing and curb and gutter replacement <br />costs is special assessed against the benefiting properties on a per lot <br />basis. Corner lots that have their short side on a street being reconstructed <br />will be assessed. The lots with existing curbing will pay 50% of curb <br />costs, rather than 100%. There are 174 assessable lots, and the Oak <br />Grove Mobile Home Park will be assessed for 26 residential lots. <br /> <br />The storm sewer assessment rate would be $2,960 per acre. The City <br />would pay for 75% of the cost through a city wide tax and special assess <br />25% against benefiting lots. <br /> <br />The project will be completed in November 1993. <br /> <br />Benke asked if the replacement of the 42 inch storm sewer is included in <br />the project cost. Rutherford said this cost is not included in the project <br />because staff is still investigating other alternatives. <br /> <br />Lee Brabeck, 711-~9th Ave, asked if his double wide lot will be assessed as <br />two lots. Rutherford verified he will be assessed for only one lot. Mr. <br />Brabeck asked if the street assessment could be charged on a per foot <br />basis, not by lot size. <br /> <br />Rich Armigast, 742-6th Ave, is in the process of selling this lot to a <br />prospective buyer and asked the legal responsibilities for payment of the <br />assessment. City Attorney Charlie LeFevere explained that the payment <br />arrangements for the pending assessments will need to be worked out <br />between the buyer and seller. <br /> <br />John Betger, 757-~7th Ave, verified that his lot will be treated as one lot. <br /> <br />Scott Anderson, 301--11th Ave, asked for clarification of a corner lot <br />assessment. Benke said that a corner lot is assessed on its shorter side. <br /> <br />Peter Woodstrand, 330--11th Ave, asked if his lot will be assessed for <br />storm sewer.
