<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 23, 1993 <br /> <br />Page 5 <br /> <br />Public Hearina. continued <br /> <br />Motion by Gunderman, seconded by Williams, to CLOSE THE HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:15 p.m. <br /> <br />Rutherford explained that generally when the lots in a project area are <br />similar in size, the project is then assessed on a per lot basis. <br /> <br />Council requested that staff investigate the possibility of using the per foot <br />basis for assessment of these lots in this project. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ORDERING IMPROVEMENT AND <br />AUTHORIZING PREPARATION OF PLANS AND SPECIFICA TrONS FOR <br />PROJECT 92.8, STREET RECONSTRUCTION. <br /> <br />4 Ayes. 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Rutherford presented the feasibility study for Project 93-1. <br /> <br />The streets proposed in the project include: 6th St. SW, 7th St. SW, 10th <br />Ave. SW, 20th Ave. SW, Benz Rd., Continental Dr., Cord Circle, Haines <br />Ave, Imperial In., McCallum Dr., Oakwood Dr., Riviera Ct., Riviera Dr., <br />Rolls Rd., Skyhigh Dr., Sunset Ln., 5th St. SW from 9th Ave. to 10th Ave. <br />SW, 9th Ave. SW south of Foss Road, 15th Ave. SW south of Foss Rd., <br />17th Ave. SW from 3rd St. SW to cul-de-sac. <br /> <br />Reconstruction is recommended because of the streets' age and poor <br />conditions. All streets proposed for reconstruction are 32 ft. wide and have <br />existing concrete curb and gutter. <br /> <br />An informational meeting was held on February 2. In general, there seemed <br />to be support for the project. <br /> <br />The reconstruction involves the removal of existing bituminous surfacing <br />and construction of a new bituminous surface. The cracked curb and <br />gutter sections will be replaced. The streets will be reinstalled to original <br />grade and some grade adjustments are needed. <br /> <br />A storm sewer will be installed on Continental Dr. south of Rolls Rd. This <br />intersection has a history of flooding and the new sewer will intercept <br />runoff and debris. <br /> <br />Because of a standing water problem at the intersection of Riviera Dr. and <br />Sunset Ln., staff proposes to remove and reinstall curb and gutter <br />necessary to establish the grade to drain the intersection. A catch basin <br />sump will eliminate surface water that cannot drain off.
