In accordance to City <br />policy, 25% of the street surfacing and curb and gutter replacement costs <br />is special assessed against benefiting properties on a per lot basis. Corner <br />lots that have their short side on a street being reconstructed will be <br />assessed. There are a total of 401 assessable lots, the street assessment <br />rate is $600 per lot. <br /> <br />The total costs for the storm sewer improvement is $37,400. The lots <br />included in this project lay south of Foss Rd. This cost includes installation <br />of a storm sewer on Continental Dr., and replacement of catch basin <br />castings. The City would pay for 75% of the cost and special assess 25% <br />against benefiting lots. The assessment rate would be $31.00 per lot. <br /> <br />Benke noted that area's drainage problems and asked if residents were <br />informed regarding its remediation. Rutherford said these areas were <br />discussed at the informational meetings, and the project includes grading <br />and drainage work in those identified areas. <br /> <br />Benke suggested moving the Public Hearing to March 23, due to the <br />increased interest of the Church Upon the Rock Permit which will be held <br />on March 9. Rutherford did not feel there would be a problem in delaying <br />the hearing until March 23. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND <br />CALLING FOR A PUBLIC HEARING ON MARCH 23, 1993, FOR PROJECT <br />IMPROVEMENT PROJECT 93w1, STREET RECONSTRUCTION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented an application for setback variance to construct an <br />addition onto an existing single family home. <br /> <br />The site is located on a peninsula originally subdivided for summer <br />cottages. Due to the width, 14th Ave. is narrow with limited right-of-way <br />on either side. These factors combined with the required setbacks from the <br />lake, contribute to a neighborhood where it is common for houses and <br />garages to be located close to 14th Ave. In the past, several front yard <br />setback variances have been granted for homes along 14th Ave. NW. <br />Other homes, developed prior to the current zoning ordinance, were located <br />close to 14th Ave. with variance being granted. <br /> <br />The applicant is seeking a 16.5 ft. front yard setback variance. The unique <br />circumstances are: the addition cannot be constructed any further south <br />due to the 50 ft. shoreland setback, the trees on the east portion prevent <br />location further to the east, and shallowness of the lot.
