I

I

I

Council Meeting Minutes
February 9, 1993

Page 10

Council Business. continued

Benke feels there is room for a 52 ft. width road with tapers between 5th
and 7th St. From 5th St. to Co. Rd. E there is space for a landscape
median and turn lanes to keep the road at 66 ft. South of that area the
road could remain at 52 ft. with four lanes and traffic controls at Windsor
Lane.

Rebelein's definition is identical to Benke's between 5th and 7th St., but
she refers to the area south as 52 ft. wide, curb to curb. She feels it would
be acceptable to acquire additional right-of-way from the west side
between 3rd St. and Co. Rd. E for landscaping.

Mr. Soler said a 52 ft. width roadway should operate as four lanes with
widening at the intersections.

Larson feels increasing the width from 48 to 52 ft. does not remove too
much green space, and gives two directional lanes with traffic lights for
speed control. He has no problem with a 52 ft. width road from Silver lane
to Co. Rd. E with a 66 ft. width at the intersection.

Mr. Soler said Larson referenced a roadway that is wider at Co. Rd. E and
narrows then widens at Windsor Lane with left turn lanes at both Windsor
Lane and Co. Rd. E. Another option is to run the 66 ft. width continuously
with a median or center turn lane with shoulders.

Larson clarified he does not have a problem with a 66 ft. width between
5th St. and Co. Rd. E. and supports options which do not affect the
residents with driveways on Silver Lake Road, the Foss House and Windsor
Green. He feels the area on the west side between 5th St. and Co. Rd. E
has available land to accommodate the landscaped medians.

Rebelein said the intent is a 52 ft. width road which tapers with a left turn
lane at Windsor Lane and shifting of the road to the west. There would not
be left turn lanes on the north bound side of Windsor Lane or between 5th
and 7th St.

Benke confirmed that the street width would be 66 ft. from 5th St. to Co.
Rd. E. The area south of Co. Rd. E would have four lanes with minimum
widening at Windsor Lane, and then a 52 ft. width to Silver Lane.

Mr. Soler summarized the Council recommendations: between Silver Lane
and Co. Rd. E ~ four lanes and widening for left turn lanes at Silver Lane,
Windsor lane South, and Co. Rd. E. with a road shift to the west; from Co.
Rd. E to 5th St. - four lanes with left turn lanes at Co. Rd. E, 3rd and 5th
St. and added width for turn lanes or landscaped islands; between 5th and
7th St. - widening to construct four lanes and left turn lanes at 5th and 7th
St. either to operate in that order or provide a 4 ft. island to eliminate left
turns.

Council Business

Silver Lake Road
Reconstruction
Project
Report 93-039
