Mr. Soler said the ultimate decision on the speed limit rests <br />with the Commissioner of Transportation. <br /> <br />Motion by Larson, seconded by Gunderman, to PROVIDE FOR A FOUR <br />LANE DESIGN WITH MINIMUM WIDENING TO ACCOMMODATE TURN <br />LANES AS NOTED IN THE STAFF RECOMMENDATION; PROVIDE FOR <br />COUNTY AND RESIDENT CONSIDERATION OF LANDSCAPE PLANS; <br />OPERATION OF INTERCONNECTED TRAFFIC SIGNALS; PROMOTION OF <br />35 MPH OPERATING SPEED; INCLUSION OF LANDSCAPED MEDIANS; <br />UNDERGROUNDING OF POWERLlNES, IF POSSIBLE; SURFACE WATER <br />DRAINAGE ELIMINATION; AND ANALYSIS OF GRADING PROBLEMS <br />NORTH OF 3RD ST. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was temporary adjourned at 11 :45 p.m. <br /> <br />Meeting was reconvened at 11 :55 p.m. <br /> <br />Proper presented Project 92~8 feasibility study for street reconstruction. <br /> <br />The streets in this project are: 2nd St NW - 3rd St to Old Hwy 8; <br />3rd St NW ~ Hansen Park to 9th Ave NW; 3rd Terrace NW - 11th Ave to <br />Old Hwy 8; 4th St NW - Old Hwy 8 to 12th Ave; 7th St NW - 5th Ave to <br />6th Ave; 7th St. NW - 7th Ave to 8th Ave; 6th St. NW - Old Hwy 8 to 8th <br />St; 7th Ave NW - 7th St to 10th St; 9th Ave NW - 2nd St to 3rd St; 9th <br />Ave NW - 7th St to 8th St; 10th Ave NW - south of 2nd St; 11 th Ave NW - <br />3rd St to 3rd Terrace; and 12th Ave NW - 4th St to 5th St. <br /> <br />Reconstruction is recommended because of the streets age and poor <br />condition. The need was identified in the 1992 Capital Improvement Plan. <br /> <br />The improvement public hearing will be held on February 23, 1993. The <br />project completion date is November, 1993. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND <br />CALLING FOR A PUBLIC HEARING ON PROPOSED IMPROVEMENT <br />PROJECT 92-8, STREET RECONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke said the Public Hearings for <br />Tax Increment Financing Districts 20 and 21, Agreements with Industrial <br />Equities Group, U.S. West Development Agreement, and the Feasibility <br />Report for Utilities and Street Improvements are all interconnected. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Reconstruction <br />Project <br />Report 93-039 <br /> <br />Feasibility Study for <br />Street <br />Reconstructi on <br />Project 92-8 <br />Report 93-040 <br />Resolution 93-019 <br />
