<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 9, 1993 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the Silver Lake Road Reconstruction <br />Project. <br /> <br />After the November 24th meeting, County and City staff met to determine <br />whether the roadway could be striped a three lane road on an interim basis. <br />The County agreed to interim three lane striping based on: the roadway be <br />constructed to a width to accommodate a five lane section at a future date, <br />and establishment of criteria defining when the roadway would be restriped <br />to five lanes. <br /> <br />The advantages to a three lane ultimate five lane are: shoulders can be <br />used by bicycles and buses, little cost to restripe to five lanes, control of <br />speed levels, and use of the shoulder by Police for speed enforcement. <br /> <br />Based on research by the City's consultant, Strgar-Roscoe-Fausch (SRF), <br />the three lane striping will work satisfactory for 5 to 10 years. <br /> <br />Proper explained that south of 5th St., the three lane ultimate five lane <br />section would be 66 ft. wide with 14 ft. landscaped medians and left turn <br />lanes at intersections. The actual road width would be 52 feet. North of <br />5th St. to 7th. St. the three lane ultimate five lane section would be 66 ft. <br />wide with 14 ft. center left turn lanes to accommodate driveways. <br /> <br />Option Two for the section between 5th and 7th St. shows the road <br />necking down from the intersections where left and right turn lanes are <br />required for a 72 ft. width at the 5th and 7th St. intersections and then <br />tapered to 52 ft. width. The road would narrow in the center of the block <br />and widen at intersections. The County would not agree to interim striping <br />of this option. <br /> <br />Option Three for the section between 5th and 7th St. is similar to Option <br />Two, but shows a 4 ft. concrete median to prevent left turn lanes. The <br />County would allow striping to a two lane ultimate four lane section. Staff <br />recommends any action between 5th to 7th be deferred in order to discuss <br />options with affected residents. <br /> <br />Proper said staff, Council, and County representatives have worked hard <br />evaluating all these alternatives. <br /> <br />The reasons for reconstruction are: road surface is in poor condition; a new <br />sidewalk would allow snow storage and better pedestrian mobility; <br />correction of drainage problems; left turn lanes would improve safety; <br />alignment of Forestdale/7th St. intersection would provide ingress and <br />egress; improvement of traffic and pedestrian safety near Windsor Lane: <br />Federal funding to defray costs; timing of traffic signals; and landscape <br />opportunities. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Reconstruction <br />Report 93-039 <br />
