<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 9, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Staff recommendation is the same as presented on November 24, but with <br />the following considerations: road striped as a three lane ultimate five lane <br />section; criteria determination for conversion to five lane section; <br />realignment of Forestdale/7th St.; traffic signals at Windsor lane; <br />discussions between County, City and residents regarding sections between <br />5th and 7th St.; discussion between County and Windsor Green residents <br />regarding landscaping; promotion of 35 mph speed; County and residents <br />develop landscaping plans; area between Co. Rd. E and 5th St. to include a <br />landscaped median with openings and left turn lanes at major intersections; <br />underground powerlines; and controlling water drainage around Co. Rd. E. <br /> <br />Dan Soler, Ramsey County, said the County has not lost sight of the <br />roadway's importance. The County feels that traffic volume will increase in <br />the next 20 years, therefore, a 66 ft. roadway would allow the road to <br />possess the capacity to become something greater in the future, but <br />operate at something less at this time. However, if there is one through <br />lane in each direction, there needs to be the ability to provide an <br />unobstructed lane, a center left turn lane would accomplish this. The issue <br />of buses and right turn vehicles can be accomplished if the roadway is wide <br />enough to provide an area to allow movement. The criteria for future <br />improvements will be developed by City and County. The interim shoulder <br />could be used by buses, delivery vehicles, right turn vehicles and bicycles. <br /> <br />Benke asked if the right lane could be dedicated in the future for car pools <br />and buses, and not converted to a regular traffic lane. Mr. Soler feels this <br />may be a viable option. <br /> <br />Benke asked if the Windsor Green signals are included in the funding. Mr. <br />Soler said the County would need to research whether the signals are <br />warranted, if so they would be funded. The County is willing to work with <br />residents regarding landscaping, but funding availability is unsure. <br /> <br />Benke confirmed that the County is requesting Council approval of the <br />preliminary design. Additional design issues will be identified further along <br />with the involvement of the City and County. <br /> <br />Williams prefers all reference to an "Ultimate Five Lane" be eliminated in the <br />hope that the three lane roadway will be so effective that the five lane <br />option will not be needed. He asked the County show sensitivity to <br />resident's on the low lots north of 3rd St. in regards elevating the road in <br />this area. <br /> <br />Proper said the three lane proposal included in the citizen report was a 14 <br />ft. center left turn lane and one directional through lanes with no provisions <br />for right turn lanes. <br /> <br />Denny Eyler, SRF, said the traffic forecast volumes identified that the 3 lane <br />ultimate 5 lane meets the need for left and right turn lanes and preserves <br />the road's capacity.
