I

I

.J.

:,~

Council Meeting Minutes
February 9, 1993

Page 7

Council Business. continued

Bev Aplikowski, 1200 Foss Road, read the New Brighton Chamber of
Commerce position statement. It endorses the County and City
recommendations for improvement of Silver Lake Road as a four lane road
with turn lanes, and also recommends that the City and County deal with
those homeowners in a fair and prudent manner. In her own personal
opinion, she feels the road can be constructed safely in the manner
proposed in the County plan.

Marilyn Walhof, 1796--1 9th Terrace, complimented the County's judgement
of a five lane road and agreed with the SRF recommendation.

Myrtle Urista, 331 Silver Lake Road, prefers landscaping by her home, not
on the road medians. She questioned whether the plan would affect her
home's historical distinction. Mr. Soler said the plan involves improvements
to the north of her property.

Dr. Patricia Crisham, 286 Windsor Lane and CCFSLR, feels the version
presented is in no way in letter or spirit of what was proposed earlier and is
a step backward which should make it easier for Council to vote in
opposition. This version does not respect the City Comprehensive Plan and
does not focus on the City's health and environmental issues.

Dale Zeorb, 2202 Rockstone, uses the roadway daily and will continue to
regardless of how it is reconstructed and feels Council was correct to hire
an independent consultant. He said accidents and high traffic levels will
continue to occur with a three lane, and it is senseless to build a road
which does not have capacity for current traffic levels. A five lane is
needed and anything else is a disguise. He urged the County to work with
residents about landscaping and asked Council to adopt the original plan.

Gary Grendahl, 182 Windsor Green, said the Windsor Green Board
supports: a three lane road with 52 ft. maximum width, except at
intersections; 35 mph speed; stoplights at Windsor Lane and 3rd St.;
improved sight lines; underground powerlines; storm sewer drainage away
from Windsor Green; landscaping; and no encroachment to present Windsor
Green property. They ask Council to disapprove the County plan and
requests the following negotiable parameters: no truck thru traffic,
sidewalks on one-side; and appropriate pedestrian crosswalk signing.

Mike Olson, 1879--14th St., favors the four lane and feels the CCFSLR
does not speak for a majority of residents. A two lane would create traffic
and bottleneck problems and recommends Council not approve less than a
four lane road.

Mr. Eyler said the three lane proposal of the CCFSLR involved right turning
vehicles and other traffic sharing the same lane, SRF felt this would not
work. However, the three lane ultimate five lane would work with current
traffic volumes and there are some options if volume increases.

Council Business

Silver lake Road
Reconstruction
Project
Report 93-039
