Mr. Dueck said the Church will insure the center will remain full and
tenants and center will be cared for and well maintained. Promotional
activities would be pursued to provide exposure.

Williams said Mr. Dueck indicated that the Church's occupancy at the.
center is the best short term solution. Mr. Dueck said the Church plans to
occupy the center indefinitely. If Church growth becomes larger, it will be
accommodated by additional services. Once that no longer is viable, the
church would then view the center as an interim solution. There are no
plans to grow beyond that, and there is no goal to occupy other areas of
the center.

Gunderman asked in what manner is the school operated. Mr. Dueck said
there will be 165 kindergarten through eight grade students from church
members and non-members and there is growth potential. Hours of
operation will be 9:00 a.m.- 3:30 p.m. The school would be a campus of a
larger organization operated by a board of directors. Some children will be
bussed and others will be transported by carpools. The school is accredited
by the Association of Church and Schools International.

Gunderman asked if Meadowwood Park will not be used, what are the
plans for the children's physical activity. Mr. Dueck said the plan provides
for a large recreational area in the basement. Neither the accreditation or
the State requires outdoor recreational facilities.

Mr. Dueck said the proposal includes breakaway wooden posts located in
the backend alley which allow for emergency vehicle access, but prevents
everyday traffic. An access to the west end to the park area will be used
for children coming out of the north entrance.

Gunderman asked if the school and church are separate entities. Mr. Dueck
said the Church is committed to providing school facilities, both are
_ separate corporate entities. Mr. Dueck wjll make available to Gunderman
. . ... -. . . .~
the accreditation regulations. .. .

Rebelein was a former first grade teacher and noted concern that the
children will not have outdoor recreational areas. Mr. Dueck said the
Church architect will evaluate site locations which allow for outdoor
equipment and activity. The Church feels that possible arrangements could
be made with the City's Park and Recreation Department. The church has
offered to provide funds to the City for additional park equipment and
landscaping. Mr. Dueck said the City's Park Department is waiting to see
what happens with the church proposal.

. . Larson asked Mr. Dueck to list businesses supportive of the Church plans.
Mr. Dueck feels he cannot name specific tenants as not to breach its
confidence. larson said Council would need this information to make an
informative decision. Mr. Dueck said the two significant supporters are
Robert Strobel who owns the adjacent lot and lowell's Auto Parts.

Council Business .

Church Upon the
Rock Special Permit
Report 93-021
