I

I

I

Council Meeting Minutes
January 26, 1993

Page 1 3

Council Business. continued

Mike Erickson, Erickson's New Market, read a letter by his brother, Steve.
We have had opportunity to serve the people of New Brighton and the
community since 1969. We operated Erickson's Super Value at Silver Lake
Road and Mississippi since 1985, and then relocated to the updated larger
New Market store at the south end of Rice Creek Center. Our decision to
build a new store in 1985 was an effort to provide a competitive store for
residents and improve the business climate at the Center. We have been
pleased and grateful of the acceptance New Market received from the
community. It is our intention to keep New Market up-to-date and
competitive in every way to insure we continue to earn the support of the
local community. To insure our vitality and long term success we need the
support and traffic to draw a good mix of retail and service business in the
Center. The proposed purchase of the Center by the Church will not
compliment our business or other adjacent businesses. We also feel it
would be an exercise in bad city planning to change the use requirements
of the center and have a church and school sandwiched between
commercial properties. The current tenants at the Center have invested
time and money to build their businesses. It is unfair to those business
owners to allow a use change which in effect terminates their lease
opportunity, nor it is fair to those adjacent business such as ourselves that
expect to continue commercial usage at the Center. We appreciate denial
of the use change for the Center.

Ren Russie, 2306 Eastman, frequents the adjacent businesses, but finds
the center does not fit his needs. He supports the plan and welcomes the
change to the center and is concerned of the process fairness.

Jerry Hokanson, 5224 Red Oak Drive, feels it is a poorly conceived plan to
displace tenants who spent their life building up their businesses for a use
that will not guarantee how long they intend to stay.

Chet Glisan. 7800 long lake Road, noted concern of the safety of children
walking through the parking areas.

Joann Smith. resident, said the church reached out to her 5 years ago and
helped her by counseling and worship. She supports the Church Plan.

Sandy Kemmet, 2024 Pleasantview, referred when visiting a tenant, she
witnessed the tenant being "stiff armed" by church representatives. She
feels traffic should be a major concern.

Pastor Bill Bauer said Church Upon the Rock is a family church and has
desire to be a positive influence on the community. Many members live in
New Brighton and surrounding areas and find the location suitable and
advantageous. He appreciates consideration of the plan and a realistic
assessment of the situation from all aspects. Their intention is to work
with the City Planner, Council and tenants. Because of restrictions imposed
by the seller, the Church was unable to negotiate with tenants until the
building was purchased. Since that time, the Church has worked with
tenants and the Church will depend upon the tenant's rental income to pay
for the facility and the congregation will patronize the businesses.

Council Business

Church Upon the
Rock Special Permit
Report 93-021
