She wondered if these <br />statements could be documented. Benke noted the client survey presented <br />by a tenant. Mattila said staff could ask for expert advise to determine the <br />marketability of the area. <br /> <br />Benke said additional information is needed, but does not feel an expensive <br />traffic study should be performed. Mattila said a marketing study would <br />review the center and commercial hub to analyze what uses would be <br />viable. Mattila said this information could be available for Council review <br />by the end of February. Benke said Council will discuss the Silver lake <br />Road Reconstruction Project on February 9, and suggested the Church <br />proposal be brought back to Council on February 23. <br /> <br />Benke feels discussion is needed between the church and tenants regarding <br />specific and viable proposals. This information should available for Council <br />review before February 23. <br /> <br />larson will not be attendance on February 23 prefers to be able to vote on <br />the decision. Benke asked if the applicant can postpone the decision to <br />March 9. LeFevere noted that a special use permit requires a 4/5 vote. <br />The applicant noted willingness to waive the time constraints in the City <br />Code. The audience members nodded agreement to the postponement. <br /> <br />Williams said because the Church waived the time constraints and the <br />action requires a 4/5 vote, he suggested deferral to March 9. <br /> <br />Mr. Dueck asked the church be advised on the outcome of the studies. <br /> <br />leFevere recommends that copies of the studies be sent to Council, <br />applicant and other interested parties. <br /> <br />Benke requested the following study areas: assessment of traffic impact, <br />review of five case studies, technical review of interaction and liability of <br />the commercial mix and potential impacts it might have. <br /> <br />Williams requested the following: negative and positive impacts of the <br />church upon the businesses, documentation of the 107% increase in <br />commercial activity, traffic impact on businesses, where businesses will be <br />relocated, physical layout of the center, and outdoor play areas. <br /> <br />leFevere requested the accreditation needs for recreation. <br /> <br />Benke said it would be helpful if the Church could outline the conditions in <br />which the school plans to use park facilities. <br /> <br />Mr. Dueck confirmed that the church does not plan to perform major <br />structural work that inhibits conversion back into a shopping center. <br /> <br />Council Busines~ <br /> <br />Church Upon the <br />Rock Special Permit <br />Report 93-021 <br />
