<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 26, 1993 <br /> <br />Page 1 5 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Rebelein, to DIRECT STAFF AND <br />LEGAL COUNSEL TO PUT TOGETHER THE NECESSARY DATA TO <br />ADDRESS THE CRITICAL LEGAL ISSUES AND PROVIDE APPROPRIATE <br />RESOURCES FOR NEEDED STUDIES; AND RESEARCH CASE STUDIES BY <br />THE CHURCH, STUDY PROFIT IMPACT, TECHNICAL REVIEW OF <br />MARKETING INTERACTION VIABILITY IMPACT OF THE CHURCH BEING IN <br />THE CENTER, IMPACT OF THE CHURCH ON EXISTING BUSINESSES, <br />DETERMINE 107% INCREASE IN TRAFFIC CLAIMED BY APPLICANT, <br />WHERE BUSINESSES WILL BE RELOCATED, OUTDOOR RECREATION <br />AREAS, ADDRESS FIRE MARSHAL CONCERN REGARDING FENCED AREA <br />FROM THE BUILDING TO THE PARK, APPROVAL OF INDOOR <br />RECREATIONAL SCHOOL ACTIVITIES BY THE FIRE AND BUILDING CODE <br />OFFICIALS, USE OF PARK OPTIONS, IF THE CHURCH MOVES HOW <br />WOULD THE CONVERTED AREA BE RECLAIMED FOR COMMERCIAL USE, <br />AND TAKE THESE AREAS OF CONCERNS AND APPLY THEM TO THE <br />SPECIAL USE PERMIT STANDARDS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Williams, seconded by Gunderman, to CONTINUE SP-172A AND <br />SP-1 72B TO THE MARCH 9, 1993, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting temporarily adjourned at 10:25 p.m. <br /> <br />Meeting reconvened at 10:42 p.m. <br /> <br />Economic Development Specialist Jill Hanson presented the negotiation <br />agreement for Downtown Redevelopment Site A. <br /> <br />In 1992, the Economic Development Commission (EDC) identified four <br />developers to submit proposals for the downtown area. The four <br />developers, Rottlund Co., Baton Corp., Pratt Homes, and Brighton <br />Development Corp., submitted proposals. The EDC used the fOllowing <br />criteria to evaluate the proposals: design quality, developer capability, <br />interest in working with the City, improvement of the tax base, cost to the <br />City, and enhancement for future development of other downtown sites. <br /> <br />The EDC chose Rottlund the preferred developer based on the fOllowing: <br />product quality, competitive market value, financial strength, land purchase <br />price, marketing approach and the amount of City assistance required. <br /> <br />Rottlund proposes 68-74 townhomes units for Site A at a value of <br />$82,900-105,000. Rottlund requested a 120 day Exclusive Negotiation <br />Agreement between the City and Company. The agreement calls for <br />Rottlund to make a $10,000 deposit with the City when the agreement is <br />executed.
