The process involves review of the metropolitan <br />mean for job positions obtained from the Stanton Survey. After evaluation <br />of the survey, a cost of living increase is considered and then added to the <br />mean. The City's recommendation is based upon a 2.9% increase in non- <br />union employee wages for 1993 and reflects a wage offer which was <br />accepted by the City's Public Works union employees. <br /> <br />The City also adjusts to within 10% of salaries for comparable <br />responsibilities in the comp worth plan. Two adjustments were necessary <br />to bring the Community Development Director and the Park and Recreation <br />Director up to those levels. <br /> <br />For health insurance, it is proposed that the City's monthly maximum <br />contribution be increased $25 per month to $305. <br /> <br />The number of paid holidays for non-union personnel will be increased by <br />one floating holiday to 1 2 days to match the number of paid holidays <br />already allowed to union personnel. <br /> <br />Jeanetta said the range of 1993 increases among other metropolitan cities <br />vary from 2.5% to 3.5%. <br /> <br />Motion by Benke, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING COMPENSATION RATES AND <br />INSURANCE CONTRIBUTIONS FOR NON-UNION PERSONNEL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented for consideration the labor agreement between Teamsters <br />Public and Law Enforcement Employees Union, Local 320, Public Works. <br /> <br />The City and the Public Works/Parks bargaining unit have reached a <br />tentative settlement. The provisions of the settlement include: a two year <br />contract for an increase in wages of 2.9% for 1993 and 3.0% for 1994; an <br />increase of $25 per month for employer contribution toward group health <br />insurance and an additional $25 increase for 1994; and payment by the <br />City for the difference between Class C and Class B Driver's license <br />costs required by the employer. <br />The provisions are within the ranges of other cities and is within <br />the costs anticipated in the 1993 budget. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE <br />READING AND ADOPT THE RESOLUTION APPROVING THE LABOR <br />AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND <br />TEAMSTERS, LOCAL 320. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />1993 Pay Plan for <br />Non-Union Personnel <br />Report 92-286 <br />Resolution 92-137 <br /> <br />Labor Agreement for <br />Public Works <br />Employees <br />Report 92-287 <br />Resolution 92.138 <br />
