<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 15, 1992 <br /> <br />Page 3 <br /> <br />Public HearinG. continued <br /> <br />Mayor Benke requested that a rationalization be presented for the proposed <br />increases as it relates to the City's goals and objectives. Childs explained <br />that several surveys have been taken and research has been done in an <br />effort to compile the goals. As a result of the responses received from the <br />surveys and information obtained, it was determined that the proposed <br />budget changes responded to the needs expressed by the community. <br /> <br />Councilmember Rebelein noted that she did not see an increase in the areas <br />relating to traffic control, although this was shown to be important to the <br />residents. Childs advised that there was not a specific increase, however, <br />the addition of an investigator and part-time community service officer <br />should free up time to permit our current police officers to devote more <br />time to traffic enforcement. <br /> <br />Childs explained that two years ago the legislature agreed that cities and <br />counties needed to be more on their own and should have 8 limited source <br />of funds that would be required to be separated from the rest of the state <br />budget. The proposal was to set aside 2 cents of the sales tax and deposit <br />it into the State's Local Government Trust Fund to be designated for 1) <br />property tax relief, and 2) local government aid. This Local Government <br />Trust Fund would then not be impacted by state revenue shortfalls. As a <br />result of this, staff is recommending that the estimated $50,000 in <br />additional dollars from the Local Government Trust Fund to be received at <br />the end of 1992 be used to reduce the proposed 1993 levy. <br /> <br />Fred Stuve, Windsor Green, asked the reason for only a $20.00 increase in <br />1992 and a $70.00 increase in 1993 on his property taxes with no change <br />in valuation. Mayor Benke responded that the legislature had reduced the <br />tax capacity rate on higher valued homes, with the resultant effect being <br />more of an increase on those homes valued under the $100,000. Ramsey <br />County could explain the constant in valuation more fully than we are able <br />to do since they assign vaulations to individual properties. <br /> <br />Motion by Gunderman, seconded by Rebelein TO CLOSE THE PUBLIC <br />HEARING. <br /> <br />5 ayes - 0 nayes. Motion carried. <br /> <br />Motion by Rebelein, seconded by Larson to WAIVE THE READING AND <br />ADOPT A RESOLUTION TO ADOPT THE 1993 ANNUAL BUDGET AND <br />CERTIFY THE 1993 PROPERTY TAX LEVY. <br /> <br />5 ayes ~ 0 nayes. Motion carried. <br /> <br />Council Business <br /> <br />Motion by Rebelein, seconded by Larson to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROPRIATING THE ADDED REVENUE FROM <br />THE LOCAL GOVERNMENT AID FUND TO FINANCE THE 1993 BUDGET. <br /> <br />5 ayes - 0 nayes.
