<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 15, 1992 <br /> <br />Page 4 <br /> <br />Council Business. continued Council Business <br /> <br />The Council thanked Childs and Egan for their reports and excellent <br />explanation of where the dPllars are obtained and how they are expended. <br />Mayor Benke noted that this budget process begins almost a year in <br />advance and involves several staff and council meetings where many <br />changes are made and figures worked and reworked to come to the point of <br />a balanced budget. <br /> <br />The residents were invited to stop at City Hall to either obtain or simply <br />view a copy of the budget. <br /> <br />Margaret Egan presented the 1993 fee schedule for council consideration. <br />These fees are collected from customers receiving a specific benefit. They <br />are collected for liquor and environmental establishments, building permits, <br />planning services and recreation programs. <br /> <br />Egan noted that all fees can be acted upon at this meeting with the <br />exception of those for liquor licenses. Action on liquor fees require a public <br />hearing. This will be done in the spring to allow for any changes in the <br />1994 fees. All other fees, if approved, will take effect January 1, 1993. <br /> <br />The proposed increases are for approximately 4% and are comparable to <br />neighboring cities. <br /> <br />Councilmember Larson questioned the fee for cigarette vending machines, <br />noting the problems incurred during the past year with certain <br />establishments selling cigarettes to minors. Egan indicated she was of the <br />opinion that this fee was set by statute, but will verify this. <br /> <br />Motion by Williams, seconded by Larson to APPROVE THE 1993 FEE <br />REGISTER WITH THE EXCEPTION OF THOSE LISTED FOR CIGARETTE <br />VENDING MACHINES AND LIQUOR RELATED FEES. <br /> <br />5 ayes - 0 nayeS. Motion carried. <br /> <br />The Citizen Study Committee is responsible for planning the annual Town <br />Hall Meetings. They are recommending that the focus of the 1993 Meeting <br />be the results from the resident surveys taken in 1992, covering both those <br />characteristics of the City rating high in preference as well as those areas <br />of concern. They will attempt to obtain a keynote speaker well versed in <br />the planning process. At this time the name of George Latimer is being <br />considered. The dates being recommended are Saturday, March 20th or <br />Saturday, March 27th. <br /> <br />Motion by Benke, seconded by Larson TO SET THE DATE OF SATURDAY, <br />MARCH 20, 1993 FOR THE ANNUAL TOWN HALL MEETING. <br /> <br />5 ayes. 0 nayes.
