I I I Council Meeting Minutes December 15, 1992 Page 4 Council Business. continued Council Business The Council thanked Childs and Egan for their reports and excellent explanation of where the dPllars are obtained and how they are expended. Mayor Benke noted that this budget process begins almost a year in advance and involves several staff and council meetings where many changes are made and figures worked and reworked to come to the point of a balanced budget. The residents were invited to stop at City Hall to either obtain or simply view a copy of the budget. Margaret Egan presented the 1993 fee schedule for council consideration. These fees are collected from customers receiving a specific benefit. They are collected for liquor and environmental establishments, building permits, planning services and recreation programs. Egan noted that all fees can be acted upon at this meeting with the exception of those for liquor licenses. Action on liquor fees require a public hearing. This will be done in the spring to allow for any changes in the 1994 fees. All other fees, if approved, will take effect January 1, 1993. The proposed increases are for approximately 4% and are comparable to neighboring cities. Councilmember Larson questioned the fee for cigarette vending machines, noting the problems incurred during the past year with certain establishments selling cigarettes to minors. Egan indicated she was of the opinion that this fee was set by statute, but will verify this. Motion by Williams, seconded by Larson to APPROVE THE 1993 FEE REGISTER WITH THE EXCEPTION OF THOSE LISTED FOR CIGARETTE VENDING MACHINES AND LIQUOR RELATED FEES. 5 ayes - 0 nayeS. Motion carried. The Citizen Study Committee is responsible for planning the annual Town Hall Meetings. They are recommending that the focus of the 1993 Meeting be the results from the resident surveys taken in 1992, covering both those characteristics of the City rating high in preference as well as those areas of concern. They will attempt to obtain a keynote speaker well versed in the planning process. At this time the name of George Latimer is being considered. The dates being recommended are Saturday, March 20th or Saturday, March 27th.
