<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 8, 1992 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />City Planner Erny Mattila presented Scottwood Corporation's preliminary <br />plat, planned residential development, and rezoning from R-2, two family <br />residential to R-l, single family residential to create 17 single family lots. <br /> <br />The proposed subdivision complies with City standards. The proposed <br />rezoning and PRO overlay allows for the low density residential land use <br />assigned in the Comprehensive Plan. <br /> <br />Because of previous Council concern regarding Lots 1 and 2 which front <br />Long Lake Road, the applicant has reworked the driveway configuration to <br />allow for a shared driveway turnaround. The Planning Commission and <br />staff recommends approval of the development. <br /> <br />Mattila noted a correction to the staff report which read: a cul-de-sac with <br />a soft wide ROWand 50 Ft. radius; it should read: a cul-de-sac with a 50 <br />ft. ROWand 50 ft. radius. <br /> <br />Also, Mattila noted an addition to the PL-198 and PRO-55 Condition No.4: <br />"Proposed Lots 1 and 2 along Long Lake Road would be developed with <br />homes sharing one curbcut and sharing a driveway having turnarounds to <br />avoid having vehicles backing onto Long Lake Road". City Attorney <br />LeFevere also added: "The developer shall provide and file restrictive <br />covenants with appropriate cross driveway easements approved by the City <br />Planner prior to the issuance of those permits". <br /> <br />Williams asked if the shared driveway should have a marked area to provide <br />property line designation. Developer John Johnson noted that the homes <br />will be pushed back in order to enable four vehicles to be parked with no <br />blockage problems. He feels this accomplishes the concerns voiced at the <br />last Council meeting. Larson and Rebelein thanked Mr. Johnson for <br />addressing their concerns. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE AMENDED RESOLUTIONS APPROVING PRELIMINARY <br />PL-198 AND PRO-55: AND WAIVE THE READING AND HOLD A FIRST <br />READING OF AN ORDINANCE AMENDING THE NEW BRIGHTON ZONING <br />ORDINANCE REZONING CERTAIN PROPERTY IN NEW BRIGHTON FROM R- <br />2, TWO FAMILY RESIDENTIAL, TO R-1, SINGLE FAMILY RESIDENTIAL, <br />SUBJECT TO THE FOllOWING CONDITION: 1. APPROVAL OF Pl-198 <br />AND PRO-55. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented Ryan Construction's site plan review and height variance <br />request. The considerations for the U. S. West Development Agreement, <br />Authorization to set a public hearing for Creation of TIF District #20, and <br />Petition for Street and Utilities for 5th St. Extension are all interrelated. <br /> <br />The applicant proposes to construct a 110,610 sq. ft. office/warehouse <br />building with exterior storage area.
