The unit load portion would be <br />occupied exclusively by the Automatic Storage and Retrieval System and <br />will not be used for office space and occasionally occupied by employees. <br />The unit load facility would be separated from industrial land uses to the <br />north by Jones Lake and a 150 foot setback from the lake. <br /> <br />Vehicle traffic generated from the site travels on 5th St. to Old Hwy 8. <br />Traffic safety along 5th St. may diminish as a result of the facility, <br />however, as the larger vacant area south of Jones Lake is further developed <br />it is likely a second access from Old Hwy 8 would be planned. <br /> <br />The landscape plan allows for a mixture of coniferous and deciduous trees <br />along the south of the building and around the exterior storage and parking <br />areas. A 5 foot berm would be developed along the storage area which <br />would combine with the trees to screen the storage area from the south, <br />east, and north. The storage area would be screened from the west by the <br />building and a combination of trees. <br /> <br />The Planning Commission held 8 public hearing and most of the audience <br />had general questions about the project. The Planning Commission <br />recommends approval of the project. <br /> <br />A representative from Ryan Construction thanked City staff for their <br />assistance. <br /> <br />Motion by Larson, seconded by Benke, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING VN-289; AND APPROVE LP-267 <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br />1. CITY ENGINEER AND RICE CREEK WATERSHED DISTRICT <br />APPROVAL OF GRADING AND DRAINAGE PLANS FOR SITE. <br />2. CITY ENGINEER APPROVAL OF UTILITY PLAN FOR SITE. <br />3. FIRE MARSHAL TO APPROVE REVISED PLANS TO ENSURE A 150 <br />FOOT HOSE REACH AROUND THE NORTHEAST CORNER OF THE <br />PROPOSED BUILDING. <br />4. A BOND OR LETTER OF CREDIT BE POSTED PRIOR TO BUILDING <br />PERMIT ISSUANCE COVERING 100% OF THE COST TO INSTALL <br />CURBING, PAVING, AND LANDSCAPING. <br />5.
