<br />-I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting, Minutes <br />November 10.1992 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />Community Development Specialist Jill Hanson presented a request from <br />Taylor Corporation for tax increment financing for a Print Craft. Inc, <br />expansion, <br /> <br />The addition would consist of a 24.150 sq, ft. expansion to the rear of the <br />current building at an estimated cost of $850.000 and include a parking lot, <br />The estimated market value for the addition will be $680,000 and <br />would generate $28.000 in increment annually, Upon completion. the City <br />will issue a certificate of completion and reimburse the redeveloper for site <br />improvements in an amount not to exceed $52.000, In 1984. the City <br />provided Print Craft with assistance in their land acquisition, <br /> <br />The Economic Development Commission and Planning Commission both <br />recommend approval. <br /> <br />Rebelein asked if the project requires a bond. Hanson noted that because <br />of the size of the request. there is no need for bonding, <br /> <br />Jim Casserly, Development Consultant, said the development agreement <br />does not contain an assessment agreement, The City is reimbursing Print <br />Craft for eligible expenses. and the City would not make payment until <br />construction is completed, This project does not have any impact on the <br />City's outstanding bond issues, <br /> <br />Marlin Johnson. Print Craft, appreciates the City's assistance, <br /> <br />Motion by Gunderman. seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION AUTHORIZING THE MAYOR AND CITY <br />MANAGER TO EXECUTE A CONTRACT FOR PRIVATE REDEVELOPMENT <br />BY AND BETWEEN THE CITY OF NEW BRIGHTON AND TAYLOR <br />CORPORATION, <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Erny Mattila presented the second reading of the business <br />district amendments to the zoning ordinance, <br /> <br />Briefly. the first amendment creates criteria for standards and procedures <br />for the Council to use to determine whether or not a land use is not a <br />permitted use or a special use; and whether or not that use is not <br />incompatible with other uses in the business district, The second <br />amendment moves certain uses which are now determined to be permitted <br />uses in the business district to the special use category and also creates <br />Churches and Schools as a special use in the business district category. <br /> <br />Staff has not received any public input regarding the October 27 first <br />reading, <br /> <br />Council Business <br /> <br />Print Craft <br />Expansion <br />Report 92-248 <br />Resolution 92-119 <br /> <br />Business District <br />Amendments to City <br />Code <br />Report 92-249 <br />
