<br />.) <br /> <br />;, I <br />-A <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 10, 1992 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />Motion by Larson, seconded by Williams, to GIVE A SECOND READING <br />AND WAIVE THE READING AND ADOPT AN ORDINANCE RELATED TO <br />THE PROCEDURE FOR DETERMINING WHETHER A LAND USE IS NOT <br />INCOMPATIBLE WITH OTHER USES IN THE BUSINESS DISTRICT; AND <br />GIVE A SECOND READING AND WAIVE THE READING AND ADOPT AN <br />ORDINANCE RELATED TO PERMITTED AND SPECIAL USES IN THE <br />RESIDENTIAL AND BUSINESS DISTRICTS OF THE CITY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />City Manager David Childs presented for consideration a resolution which <br />supports the constitutional dedication of the Local Government Trust Fund, <br /> <br />The resolution calls for the Legislature to support a constitutional <br />amendment dedicating the funding of the Local Government Trust Fund <br />(LGTF) and requests the League of Minnesota Cities (LMC) to make such an <br />amendment one of their 1993 priorities. <br /> <br />The amendment would dedicate two cents of the state sales tax now going <br />to the Local Government Trust Fund and would rename the fund, Property <br />Taxpayer's Trust Fund, <br /> <br />Childs explained a report which projects that Minnesota will face an $837 <br />million deficit in the next biennium, For the 1994-95 biennium, revenues <br />are projected to grow by 11.4%, but the problem is that expenditures will <br />grow by 14,8%, The problem is not a lack of revenue, but increased <br />spending, He noted that City spending in the last 10-15 years was below <br />the rate of inflation where education and human services spending have <br />been well above the rate of inflation, <br /> <br />The State's major spending categories are: education, health care, and <br />local aids and credit, When broken down the category percentages are: <br />33% - education, 12.6% - higher education, 14.3% - health care, other <br />human development - 10,2%, State agencies - 6,0%, local aids and credits <br />- 15,7%, and other - 7.6%. Between 1980 and 1988 the annual local <br />government spending increases were: City - 3,3%, County - 18,6%, and <br />schools - 22%. <br /> <br />The change in public employment between 1980 and 1989 was: -6,9%- <br />cities, -3,1 % for schools. and + 19.4% for counties. and 11,1 % for the <br />State, <br /> <br />The Association of Minnesota Municipalities (AMM) and League of <br />Minnesota Cities (LMC) support the resolution.
