He feels it is not a <br />simple Question, there are broader long term perspectives to consider, <br /> <br />Childs noted that because the spending in the trust fund is limited, a <br />reduction in the fund means there is less dollars allocated to cities. <br /> <br />Benke asked that if the state is not obligated to pay for local government <br />services and education is considered a state obligation, should taxpayers <br />pay local property taxes for a state obligation? <br /> <br />Gunderman asked what would be the ramifications if the amendment was <br />voted down, Benke said the Legislature would be left with the option of <br />maintaining the fund legislatively or amending the fund, <br /> <br />Benke, a former LMC President, previously spoke out against the <br />amendment, He feels it would be difficult to get approval from Legislature <br />and the voters, and noted the amount of hard work and cash needed to <br />educate the public about the amendment. <br /> <br />Rebelein said the fund could be invaded at any time by the Legislature, and <br />it seems correct to enable the fund with protection, She agrees with <br />Benke, but there is always a concern when amendment are put on the <br />ballot. She feels that even if the amendment did not pass, the public will <br />have an increased awareness of city obligations and services, She supports <br />the resolution, <br /> <br />Larson feels New Brighton did not see benefit when the 1/2% increase was <br />passed last year. He supports the need to protect the LGA fund, <br /> <br />Williams noted that the large majority of cities which approved the <br />resolution are cities which lifeblood depends on LGA. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION CONCERNING A CONSTITUTIONAL <br />AMENDMENT TO CREATE A NEW PROPERTY TAXPAYER'S TRUST FUND <br />IN MINNESOTA. <br /> <br />4 Ayes - 1 Nay (Benke), Motion Carried, <br /> <br />Announcements and Uodates <br /> <br />The School District 621 bond referendum informational meeting will be <br />November 24, 7:00 p,m, at Irondale High School. <br /> <br />The lMC policy conference will be November 19, <br /> <br />Council Business <br /> <br />Local Government <br />Trust Fund <br />Resolution 92-120 <br /> <br />Announcements & <br />Uodates <br /> <br />Bond Referendum <br /> <br />lMC Conference <br />
