<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 13, 1992 <br /> <br />Page 8 <br /> <br />Council Business, continued <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION REQUESTING THE COMMISSIONER OF <br />TRANSPORTATION TO INCREASE THE ALLOWABLE MSA DESIGNATION <br />TO ACCOMMODATE THE JURISDICTIONAL RECLASSIFICATION OF <br />ROADWAYS IN RAMSEY COUNTY, <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented bids for the Innsbruck Park Estates Second Addition street <br />and utilities, <br /> <br />Eleven bids were received. The lowest bid came from Arcon Construction <br />in the amount $295,929.94; which is much lower than the original <br />estimate of $366,000. Arcon has performed satisfactory work in the past. <br /> <br />Motion by Gunderman, seconded by Larson, to ACCEPT THE lOW BID IN <br />THE AMOUNT OF $295.929,92 FROM ARCON CONSTRUCTION FOR THE <br />INNS BRUCK PARK ESTATES SECOND ADDITION STREET AND UTILITIES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presanted for consideration <br />the Housing Study. The scope of work would address the full range of <br />housing types including single family homes, apartments. owner/occupied, <br />rental housing and mobile homes. <br /> <br />The City has had a goal for many years in maintaining the quality of the <br />City's housing stock. The proposed housing study would identify any <br />existing or future housing problems facing New Brighton, and develop <br />specific policies and programs to address the problems and maintain the <br />Quality of the City's neighborhoods and housing stock. <br /> <br />The key initial step is to form an advisory committee to work with staff on <br />development and understanding of the housing issues. The advisory <br />committee would represent the full range of community participation. <br /> <br />Williams noted that the study and committee members will include all <br />aspects of the New Brighton housing stock. <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE THE HOUSING <br />STUDY SCOPE OF WORK AND DIRECT STAFF TO FORM A HOUSING <br />STUDY TASK FORCE AND PROCEED WITH THE STUDY, <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />MSA Designation to <br />Accommodate <br />Roadway <br />Reclassification <br />Report 92-234 <br />Resolution 92-115 <br /> <br />Innsbruck Park 2nd <br />Addition Street and <br />Utilities <br />Report 92-234A <br /> <br />Housing Study <br />Scope of Work <br />Report 92-235 <br /> <br />City Manager David Childs presented the request to create a Cable Advisory Cable Commission <br />Committee. <br /> <br />Gunderman suggested the committee be increased from 5 to 7 members. <br />
