I I I Council Meeting Minutes October 13, 1992 Page 8 Council Business, continued Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING AND ADOPT THE RESOLUTION REQUESTING THE COMMISSIONER OF TRANSPORTATION TO INCREASE THE ALLOWABLE MSA DESIGNATION TO ACCOMMODATE THE JURISDICTIONAL RECLASSIFICATION OF ROADWAYS IN RAMSEY COUNTY, 4 Ayes - 0 Nayes, Motion Carried. Proper presented bids for the Innsbruck Park Estates Second Addition street and utilities, Eleven bids were received. The lowest bid came from Arcon Construction in the amount $295,929.94; which is much lower than the original estimate of $366,000. Arcon has performed satisfactory work in the past. Motion by Gunderman, seconded by Larson, to ACCEPT THE lOW BID IN THE AMOUNT OF $295.929,92 FROM ARCON CONSTRUCTION FOR THE INNS BRUCK PARK ESTATES SECOND ADDITION STREET AND UTILITIES. 4 Ayes - 0 Nayes, Motion Carried. Community Development Director Kevin Locke presanted for consideration the Housing Study. The scope of work would address the full range of housing types including single family homes, apartments. owner/occupied, rental housing and mobile homes. The City has had a goal for many years in maintaining the quality of the City's housing stock. The proposed housing study would identify any existing or future housing problems facing New Brighton, and develop specific policies and programs to address the problems and maintain the Quality of the City's neighborhoods and housing stock. The key initial step is to form an advisory committee to work with staff on development and understanding of the housing issues. The advisory committee would represent the full range of community participation. Williams noted that the study and committee members will include all aspects of the New Brighton housing stock. Motion by Gunderman, seconded by Rebelein, to APPROVE THE HOUSING STUDY SCOPE OF WORK AND DIRECT STAFF TO FORM A HOUSING STUDY TASK FORCE AND PROCEED WITH THE STUDY, 4 Ayes - 0 Nayes, Motion Carried. Council Business MSA Designation to Accommodate Roadway Reclassification Report 92-234 Resolution 92-115 Innsbruck Park 2nd Addition Street and Utilities Report 92-234A Housing Study Scope of Work Report 92-235 City Manager David Childs presented the request to create a Cable Advisory Cable Commission Committee. Gunderman suggested the committee be increased from 5 to 7 members.
