<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 13, 1992 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />Rebelein abstained because of her husband's relationship to the company. <br /> <br />Proper presented the agreement between New Brighton and Alliant <br />Techsystems, Inc, for the design of the PGRS. <br /> <br />The agreement defines the roles and responsibilities and would be used in <br />the event of a legal dispute. Proper noted that the design phase is going <br />along very well, There will be also be subsequent agreements for the <br />construction and operation and maintenance of the facility. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE DESIGN <br />PHASE AGREEMENT BETWEEN NEW BRIGHTON AND ALlIANT <br />TECHSYSTEMS, INC. FOR THE PLUME GROUNDWATER,RECOVERY <br />SYSTEM. <br /> <br />3 Ayes - 0 Nayes - 1 Abstained (Rebelein), Motion Carried, <br /> <br />Proper presented for consideration the increase of allowable MSA <br />designation to accommodate jurisdictional reclassification of roadways in <br />Ramsey County, <br /> <br />In response to the Ramsey County Consolidation Study, Ramsey County <br />proposes a jurisdictional reclassification of roadways. Under the proposal, a <br />number of state trunk highways would be turned back to Ramsey County <br />and a number of roads would be transferred between Ramsey County and <br />the municipalities. <br /> <br />The impact to New Brighton would be the transfer of 2,30 miles of county <br />roads, The roadways are: 10th St. NW, from 5th Ave, to 1-35W Boundary; <br />7th St. NW, from Silver Lake Road to 8th Ave. NW; 8th Ave. NW, from Old <br />Hwy 8 to 10th St. NW; Co. Rd, E, from Cleveland Ave, to New Brighton <br />Road; Stinson Blvd, from Co, Rd. E to 0.2 miles north; Stowe Ave, from <br />Cleveland Ave. to New Brighton Road. No New Brighton roads would be <br />transferred to Ramsey County. <br /> <br />To compensation the City for the additional mileage, New Brighton <br />proposes to request the Commissioner of Transportation to allow an <br />increase to the MSA system. Current MSA rules allows a city to place <br />20% of it's total mileage on the MSA system. To compensate for the <br />additional mileage and the maintenance and construction costs, it is <br />proposed that percentage be increased to 23.4%. Staff feels this is a fair <br />proposal for New Brighton, <br /> <br />Proper noted that the proposal could be denied, and then would go back to <br />the Legislative Committee.
