<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 13, 1992 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Mr, Van Hatten said the area in question was not exempt, but specifically <br />designated as a parking area. Mattila said there was a moratorium on the <br />boulevard parking ordinance until a motion was passed which allowed <br />parking of vehicles in this area. Mattila said the parking of this vehicle is <br />becoming more of an ongoing storage situation. <br /> <br />Mr. Van Hatten objects to the term "storage" which implies that the vehicle <br />is unoperational. He drives the vehicle occasionally and that is the very <br />nature of a recreational vehicle. Williams asked if there was some period of <br />time which the vehicle was unoperational. Mr. Van Hatten said several <br />years ago the vehicle was damaged and it took some time to be repaired, <br />but it is now operational. <br /> <br />Motion by Rebelein, seconded by Williams. to PROHIBIT PARKING ON THE <br />EAST BOULEVARD OF 1 ST AVENUE NW BETWEEN 6TH AND 7TH <br />STREETS NW EFFECTIVE 30 DAYS FOLLOWING CITY COUNCIL ACTION <br />BASED ON THE FOLLOWING DEVELOPMENTS WHICH HAVE REDUCED <br />THE NEED FOR BOULEVARD PARKING ON 1ST AVENUE NW: <br />1, IN 1988. BETHEL COLLEGE WAS REQUIRED TO REMOVE DESKS <br />AND OTHER FURNITURE FROM THE FOUNTAIN TERRACE <br />APARTMENT GARAGES, THOSE GARAGES ARE NOW USED BY <br />STUDENTS FOR VEHICLE PARKING. <br />2, IN 1990. THE FOUNTAIN TERRACE PARKING LOT ALONG 1-35W <br />WAS EXPANDED TO ALLOW FOR 20 ADDITIONAL PARKING <br />SPACES. <br />3. THE ALLEY BETWEEN 6TH AND 7TH STREETS NW IS NOW PAVED <br />AND SERVES THE SOUTHERN TWO-THIRDS OF THE BLOCK. <br />4, THE ONLY VEHICLE PARKED ON 1ST AVENUE NW EAST <br />BOULEVARD ON A REGULAR BASIS IS THE SUBJECT <br />RECREATIONAL VEHICLE. <br /> <br />3 Ayes (Larson, Rebelein & Williams) - 1 Nay (Gunderman), Motion Carried. <br /> <br />Proper presented the Monitoring Well Installation Agreement for Plume <br />Groundwater Recovery System. <br /> <br />The City is working with Alliant Techsystems on the construction of a <br />plume groundwater recovery system (PGRS). The PGRS would contain the <br />south plume of contamination emanating from the Twin Cities Army <br />Ammunition Plant, and provide needed potable water to the City. <br /> <br />To assess the PGRS performance, monitoring wells are required. Two wells <br />will be located at the southwest corner of the City garage property. <br /> <br />Motion by Larson, seconded by Gunderman, to APPROVE THE <br />MONITORING WELL INSTALLATION AGREEMENT WITH ALLlANT <br />TECHSYSTEMS FOR INSTALLATION OF MONITORING WELLS NEAR THE <br />SOUTHWEST CORNER OF THE CITY GARAGE PROPERTY. <br /> <br />3 Ayes - 0 Nayes - 1 Abstained (Rebelein), Motion Carried. <br /> <br />Council Business <br /> <br />Boulevard Parking <br />1 st Avenue NW <br />Report 92-232 <br /> <br />Monitoring Well <br />Installation <br />for PGRS <br />Report 92-233A <br />
