<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 22, 1992 <br /> <br />Page 11 <br /> <br />Council Business. continued <br /> <br />Benke explained that Council and staff have worked for quite some time on <br />the plans and specifications for the Silver Lake Road Improvement Project. <br /> <br />Council recently reviewed the draft report from the City's consultant, and <br />requested additional information from the consultant. This information <br />should be available shortly, and after Council review, the report will be <br />forwarded to Ramsey County for consideration. <br /> <br />Council will hold two Public Informational Meetings tentatively scheduled <br />for October 6 and 7 to receive resident input on the report. <br /> <br />Benke noted that the process has been lengthy, but the decision process is <br />moving closer to conclusion. <br /> <br />Benke noted that the City Attorney has researched the proposed <br />amendments to the City Zoning Code. <br /> <br />Motion by Gunderman, seconded Williams, to DIRECT STAFF TO <br />FORWARD THE PROPOSED CITY ZONING CODE AMENDMENTS TO THE <br />PLANNING COMMISSION FOR CONSIDERATION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Bob Kozel, 810 Oakwood Drive, noted the runoff problems caused by the <br />construction of the Christ the King Lutheran Church addition. He showed <br />Council photographs of the damage to his property. <br /> <br />Mr. Kozel's complaints are directed at the construction process, not the <br />addition's plan. The grading plan shows the top section to be graded, but <br />the bottom section and the cottonwood trees would be left intact. <br />However, the contractor removed all the trees except for a very small area. <br />Mr. Kozel confronted the contractor. and was told it was alright because <br />they are changing the lay of the area. Later, Mr. Kozel found that the <br />contractor is using this area to dump and stockpile dirt. The slight <br />September 5 rain, caused runoff to break loose from the stockpiled dirt and <br />broke through the silt fence. When this occurred. Mr. Kozel called the <br />Church and the contractor put a few stakes into the fence to hold it up. <br /> <br />When the contractor tore up the Church's existing parking lot, they also <br />tore into the underground drainage system and left an open area which <br />cause drainage to run down the hill into Mr. Kozel's backyard. The <br />contractor removed the City sidewalk and boulevard and ran a road lower <br />than the curb on 7th St., which caused the runoff to come down 7th St. <br />and the silt fence and into Mr. Kozel's property. He now is receiving runoff <br />from three separate locations. During the September 16 storm. the small <br />holding pond could not hold this large amount of runoff. The pressure from <br />all the runoff formed a geyser through his basement floor, buckled walls, <br />cracked floors, damaged the patio, and made the entire yard unfunctional. <br /> <br />Council Business <br /> <br />Silver Lake Road <br />Improvement Project <br /> <br />Zoning Code <br />Amendments <br /> <br />Christ the King <br />Church Addition <br />Runoff Problems <br />
