The parking lot would be <br />setback 50 to 80 feet from developments to the south and east. The <br />Planning Commission recommends approval. <br /> <br />Williams verified that the proposed addition's exterior would match the <br />existing building's exterior. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE LP-265 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br />1. RICE CREEK WATERSHED PERMIT APPROVAL <br />2. A LETTER OF CREDIT OR BOND BE POSTED WITH THE CITY TO <br />COVER 100% OF THE COST TO INSTALL THE PARKING LOT AND <br />CURBING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented a report on the enhanced community based goalsetting <br />process. <br /> <br />Council and staff meet annually to discuss the goals and strategies for the <br />City. From these goals, a five year financial and policy plan is developed <br />which charts the City's course. During the process, the City continually <br />asks for citizen input through the City newsletter and Town Hall meetings. <br />This fall, the City will enhance its community input element by forming four <br />focus groups which its members are randomly selected from the general <br />population, advisory groups, and business leaders. Based on issues arising <br />from the groups, a community survey will be developed and sent to New <br />Brighton households to identify key issues for Council to address during the <br />planning process. Forums will be held in November to dialogue on key <br />issues identified in the survey, and the results reported back to the <br />community in December. At the January Council Goalsetting session, the <br />issues will be incorporated into a goal document and presented at the 1993 <br />Town Hall Meeting. It is proposed that this type of document be updated <br />every two years to stay in close contact with the City's customers. <br /> <br />Childs verified that Council will have input regarding the survey questions, <br />and this data will be compiled in a cost effective method. <br /> <br />Benke is looking forward to reviewing the results from the focus groups. <br /> <br />Williams feels this is an excellent way to involve citizens in the City's <br />planning process. <br /> <br />Staff will provide incentives to residents to return the survey and provide <br />convenient drop-off locations. <br /> <br />Council endorsed their support of the process and look forward to the focus <br />groups' feedback. <br /> <br />Council.
