<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 22, 1992 <br /> <br />Page 2 <br /> <br />Consent Aaenda <br /> <br />Motion by Williams, seconded by Rebelein, to APPROVE THE CONSENT <br />AGENDA ITEMS AS FOLLOWS: <br /> <br />1. <br /> <br />CONSOLIDATED VOUCHERS: 050960-051120 FOR A GRAND <br />TOTAL OF $279,933.60. <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL OF INNS BRUCK PARK ESTATES <br />FINAL PLAT PL-197, <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION REQUESTING ALL-WAY STOP SIGNS AT <br />COUNTY ROAD E-2 AND 5TH AVENUE NW, <br /> <br />4. <br /> <br />CONSIDERATION OF APPROVAL OF ACCESS AGREEMENT WITH <br />THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY <br />FOR INSTALLATION OF MONITORING WELL ON CITY PROPERTY <br />NEAR THE CORNER OF 5TH AVENUE AND 2ND STREET NW, <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearinas - Project 89-13, 7:40-7:54 p,m, <br /> <br />City Engineer Les Proper said that upon Council ordering of the special <br />assessments, residents have 30 days to pay without interest, after 30 days <br />it is certified to Ramsey County and an interest rate of 8 % per year is <br />charged, Residents over 65 years old with the annual amount of their <br />assessment exceeding 1 % of their gross income can receive a deferment, <br /> <br />Project 89-13 consisted of the reconstruction of 5th Avenue NW between <br />County Road E-2 and Old Highway 8, The roadway was upgraded with <br />storm sewer, water services, concrete curb and gutter, sidewalk, and <br />bituminous surfacing. The project would be paid from a combination of <br />County State Aid, Municipal State Aid, and Special Assessments. <br /> <br />Ramsey County will pay 100% of the roadway and storm sewer costs and <br />25% of the curb and gutter costs. Of the remaining 75%, the City's <br />portion of the curb and gutter t would be assessed against the benefitting <br />properties, The total curb and gutter assessment amount is $15,626.53. <br /> <br />Five water services were installed on 5th Ave, and Co, Rd. E-2. A last <br />minute revision found that some watermain work will be charged to the <br />City and results in a assessment rate change for the 5 lots.
