Ramsey County has assured Proper they will take care of <br />these concerns. <br /> <br />Proper verified that the assessment notices mailed to affected property <br />owners included information regarding the senior citizen deferment. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE AMENDED RESOLUTION FOR THE SPECIAL <br />ASSESSMENTS ON THE 5TH AVENUE NW RECONSTRUCTION, PROJECT <br />89.13; AND WAIVE THE READING AND ADOPT THE AMENDED <br />RESOLUTION ORDERING PAYMENT OF WATERMAIN COSTS ON PROJECT <br />89.13 FROM WATER UTILITY FUND, <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />proiect 90-4, 7:56-8:35 D.m. <br /> <br />Proper said the Sunnyside Area Street Reconstruction Project consisted of <br />the removal of old bituminous surfacing and storm sewer and installation of <br />storm sewer, including storm water detention basins, service stubs and <br />sanitary sewer repair, street excavation and grading, aggregate base, <br />concrete curb and gutter, bituminous surfacing, and boulevard repair, <br /> <br />According to policy, 25% of the street cost is assessed, 100% of the curb <br />cost is assessed on streets with no existing curb, and 50% of the curb cost <br />is assessed on streets with existing bituminous curb. The street portion is <br />assessed against the benefiting properties, That portion of street cost not <br />assessed is paid through a City-wide tax, Proper said the project received a <br />good bid which was below estimate. <br /> <br />The subject properties are proposed to be assessed on a per lot basis for <br />street, curb and gutter, lots with existing bituminous curb, like Rainbow <br />lane, received a 50% curb credit, Streets with existing curb are assessed <br />$1,267.20 per lot; Rainbow Lane was assessed $965.21 per lot. <br /> <br />The storm sewer assessment rate is $1,700.58 per acre. Water service <br />stubs were installed to four vacant lots and assessed at $829.23 per lot, <br />The total cost of the repairs made to sanitary sewer mains was $4,005.50 <br />and will be paid from the City's Sanitary Sewer Utility Fund, <br /> <br />Ted Smith, 2005 Longview, noted assessment cost variations throughout <br />the area. Proper said that because the Sunnyside area lots are the same <br />size, staff divided the number of lots to determine the street assessment, <br />with one correction made for Rainbow lane, Storm sewer assessments <br />vary according to lot drainage and some lots were assessed under the Long <br />Lake Road Project, Mr. Smith said his backyard drains into sand, not into <br />the street, Proper said some lots drain to different areas and are not <br />entirely assessed under the project, According to calculations, Mr. Smith's <br />front yard was used to calculate his drainage assessment, not the backyard. <br /> <br />Public Hearing <br /> <br />5th Avenue NW & <br />Co, Rd.
