Proper confirmed that <br />Mr. Bader is not assessed for storm sewer on the Sunnyside project. <br />Proper said the drainage lines were established through 8 detailed survey <br />and the Long Lake Road and Sunnyside Projects used the same formula. <br />The storm sewer assessment rate for the Long Lake Road Project was <br />much higher than the Sunnyside Project. Any resident is welcomed to <br />review their drainage calculation. <br /> <br />Betty Walker, 2475 Silver Lake Road, stated that she had earlier received a <br />project map which she felt showed she was not in the assessment area, <br />however, now she is assessed for storm sewer. Proper said the fact that <br />Ms. Walker received a notice indicates she is in the area planned for storm <br />sewer improvements. He noted that Ms. Walker's backyard drains to <br />Longview which is in the assessment area. Ms. Walker feels she would not <br />benefit because her backyatd drains into sandy soil. Benke said the City's <br />general policy is to determine drainage costs on a per lot basis without <br />regard to soil content. <br /> <br />City Manager David Childs said areas with sandy soil generally have smaller <br />sewers and lines to handle the reduced runoff, and because of this, <br />assessment costs are less than areas with clay soils. <br /> <br />Harlan Mae, 2366--17th Avenue, said his drainage goes into sandy soil, not <br />into the streets. Benke noted that drainage from Mr. Mae's house and <br />driveway does drain into the street. <br /> <br />Mike Buckley, 2807 Valley View, feels staff did an excellent job in <br />designing the tree island on Valley View. However, the island's east side <br />collects water and becomes swampy. Proper said the City Forester was <br />concerned that filling the area to soon could cause the trees to die. Staff <br />could fill the area gradually to prevent water buildup. Mr. Buckley noted <br />that snowplows leave an area of snow on Valley View which causes <br />slippery conditions. Staff will investigate this. <br /> <br />Roger Boll, 2500--14th Avenue, was assessed for the Long Lake Road <br />Project, but did not receive a new apron for his driveway. Proper said Mr. <br />Boll was assessed for storm sewer on the Long Lake Road Project. and now <br />is assessed for streets on the Sunnyside Project. According to policy, Mr. <br />Boll's corner lot is assessed on the short side for the project. <br /> <br />Williams suggested that future assessment notices should list the type of <br />improvements the assessment entails. Proper agreed that providing <br />additional detail would be helpful to the homeowners. <br /> <br />Myron Ashley, 2504--14th Avenue, asked if the costs for the parking lot at <br />the intersection of 25th St. and 14th Ave. is included in the assessment. <br />Proper verified the cost of the parking lot will be paid by the City.
