I

I

I

Council Meeting Minutes
September 22, 1992

Page 7

Public Hearina. continued

John Sathre, 2360--3rd St. SW, received runoff in his backyard on many
occasions from the construction site. The runoff flooded the backyards of
5 homes and destroyed a pool. He would like to know what is being done
to contain the runoff and keep it on the westside of Silver Lake Road.

Proper said the conditions which caused runoff from the 1 st Addition have
been resolved, however. the 2nd addition created new problems. To
correct the problems, streets were paved to prevent erosion, an overflow
swale was created, and a high capacity storm water inlet was installed.

The 2nd addition was in a sensitive stage when the September 16 storm
occurred, the runoff broke through the silt fence overloaded the low point
and the emergency swale could not handle the runoff. Mr. Sathre bore the
brunt of this recent problem. Engineers have begun resurveying the low
point to determine if the swale needs to be wider, and are reviewing the
grading plans. Proper said the developer has been very responsive. and Mr.
Sathre's claims have been forwarded to the contractor's insurance
company. Mr. Sathre said one of the catch basins on the east side of Silver
Lake Road needs to be repaired. Proper is aware of the problem and has
contacted Ramsey County.

There were no further comments from the audience.

Motion by Gunderman, seconded by Rebelein to CLOSE THE HEARING.

5 Ayes - 0 Nayes, Motion Carried.

Hearing was closed at 8:55 p.m.

Motion by Williams, seconded by Rebelein to WAIVE THE READING AND
ADOPT THE RESOLUTION FOR SPECIAL ASSESSMENTS ON WEXFORD
HEIGHTS 1 ST ADDITION STREET AND UTILITIES; AND WAIVE THE
READING AND ADOPT THE RESOLUTION ORDERING PAYMENT OF
WATERMAIN COSTS ON PROJECT 91-7 FROM WATER UTILITY FUND.

5 Ayes - 0 Nayes, Motion Carried.

Proiect 91-9 - 8:55-8:59 D.m.

The project consisted of the construction of sanitary sewer, watermain,
storm sewer, concrete curb and gutter, and bituminous surfacing for 22
lots in the Innsbruck Park Estates.
