These lots will have two assessments, a partial assessment for water and storm sewer and later they will be assessed for street, sewer and water laterals. Benke asked if the split assessments will be documented. Proper said the assessments would show in an assessment search required by the lender. Childs noted that since Phase II has not yet been platted, a condition could be added at the time of plat approval which refers to the pending assessments. The assessment rate for the project is $10,878 .48/1ot. The total assessment for the Phase II watermain and storm sewer is $57,578.32. There were no comments from the audience. Motion by Williams, seconded by Larson, to CLOSE THE HEARING. 5 Ayes - 0 Nayes, Motion Carried. The hearing was closed at 8:59 p.m. Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND ADOPT THE RESOLUTION FOR THE SPECIAL ASSESSMENTS ON INNSBRUCK PARK ESTATES STREET AND UTILITIES, PROJECT 91-9. 5 Ayes - 0 Nayes, Motion Carried. Williams suggested that in the future a condition should be added which specifies the use of sod on large slopes to prevent runoff prOblems which occurred during the Wexford Heights construction. The Halva First Addition project consisted of street grading, installation of sanitary sewer, watermain, and storm sewer utilities, and construction of concrete curb and gutter and bituminous surfacing. It will serve 3 lots in the new plat and the existing lot. 601 Fairfield Drive. The sanitary sewer and watermain will be extended along with a substantial storm sewer system which terminates at Inca Lane. Eventually this system will connect to the future Silver Lake Road system in 1994. The street portion will be special assessed against the 3 lots and 601 Fairfield; whereas the sanitary sewer, watermain, and storm sewer would only be assessed against the 3 lots. This results in a estimated rate for the 3 Halva First addition lots of $19,400/10t, and 601 Fairfield of $5,400. Gunderman verified that part of the high assessment costs are due to the storm sewer. Proper said the storm sewer is needed in order to develop the site, however, if the project could be combined with another project. it may reduce costs.
