These lots will have two assessments, a partial <br />assessment for water and storm sewer and later they will be assessed for <br />street, sewer and water laterals. Benke asked if the split assessments will <br />be documented. Proper said the assessments would show in an <br />assessment search required by the lender. Childs noted that since Phase II <br />has not yet been platted, a condition could be added at the time of plat <br />approval which refers to the pending assessments. <br /> <br />The assessment rate for the project is $10,878 .48/1ot. The total <br />assessment for the Phase II watermain and storm sewer is $57,578.32. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Williams, seconded by Larson, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />The hearing was closed at 8:59 p.m. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION FOR THE SPECIAL ASSESSMENTS ON <br />INNSBRUCK PARK ESTATES STREET AND UTILITIES, PROJECT 91-9. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Williams suggested that in the future a condition should be added which <br />specifies the use of sod on large slopes to prevent runoff prOblems which <br />occurred during the Wexford Heights construction. Proper will investigate. <br /> <br />Proiect 92~13. 9:01-09:17 D.m. <br /> <br />The Halva First Addition project consisted of street grading, installation of <br />sanitary sewer, watermain, and storm sewer utilities, and construction of <br />concrete curb and gutter and bituminous surfacing. It will serve 3 lots in <br />the new plat and the existing lot. 601 Fairfield Drive. <br /> <br />The sanitary sewer and watermain will be extended along with a substantial <br />storm sewer system which terminates at Inca Lane. Eventually this system <br />will connect to the future Silver Lake Road system in 1994. <br /> <br />The street portion will be special assessed against the 3 lots and 601 <br />Fairfield; whereas the sanitary sewer, watermain, and storm sewer would <br />only be assessed against the 3 lots. This results in a estimated rate for the <br />3 Halva First addition lots of $19,400/10t, and 601 Fairfield of $5,400. <br /> <br />Gunderman verified that part of the high assessment costs are due to the <br />storm sewer. Proper said the storm sewer is needed in order to develop the <br />site, however, if the project could be combined with another project. it may <br />reduce costs.
