<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1992 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />The applicant, Forrest Harstad, said the units will be owner-occupied, the <br />townhomes along the freeway will be priced at $80,000-90,000, and the <br />one level townhomes will be priced at $150,000-200,000. <br /> <br />Mattila said the landscape plan is very generous, but the City Forester <br />suggested some changes which the developer has agreed to make. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PRELIMINARY PLAT PL-197 AND <br />AN AMENDMENT TO PRD-5 ENTITLED PRD-54. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE LP-264, <br />SUBJECT TO THE fOLLOWING CONDITIONS: <br />1. A BOND OR LETTER Of CREDIT BE POSTED WITH THE CITY IN <br />THE AMOUNT EQUAL TO 100% Of THE COST TO INSTALL <br />LANDSCAPING, CURBING, AND THE BITUMINOUS PARKING LOT. <br />2. FOUR HANDICAP ACCESSIBLE STALLS BE PROVIDED (1 VAN <br />ACCESSIBLE). <br />3. A DRIVEWAY TURNAROUND BE PROVIDED ON THE 16 FOOT WIDE <br />DRIVE ALONG BLACK OAK DRIVE. <br />4. THE WHITE SPIRE BIRCH, SKYLINE LOCUST, AND MARSHALL'S <br />ASH BE REPLACED WITH HACKBERRY, NORWAY MAPLE, AND <br />RUBRUM MAPLE. <br />5. NO BUILDING PERMITS ISSUED UNLESS THE SUBJECT SITE IS <br />LOCATED ADJACENT TO A PUBLIC RIGHT-Of-WAY HAVING <br />UTILITIES INSTALLED AND A LAYER OF GRAVEL ADEQUATE TO <br />AfFORD PUBLIC AND EMERGENCY VEHICLE ACCESS. <br /> <br />5 Ayes, 0 Nayes, Motion Carried. <br /> <br />Mattila presented for consideration the Jones lake Area Development <br />Grading and Drainage Plan. <br /> <br />The applicant, John Allen, and staff developed a strategy to eliminate an <br />ongoing erosion and siltation problem. Instead of reseeding and thatching <br />the hillsides, Mr. Allen proposes to eliminate the hill south of Jones Lake <br />and create a more level grade over the entire site. The proposed plan <br />includes stacked hay bales, siltation pond, bubbler pipe, and silt fence <br />southeast of Jones lake to contain silt carried toward the lake. <br /> <br />The Rice Creek Watershed District, Planning Commission, and the <br />Environment Quality Commission have approved the plan. <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE THE <br />PROPOSED GRADING AND DRAINAGE PLAN FOR THE AREA SOUTH Of <br />JONES LAKE AS A fURTHER STEP TOWARD ALLEVIATING THE EXISTING <br />EROSION AND SILT RUNOFF CONDITIONS, SUBJECT TO THE FOLLOWING <br />CONDITION: <br />1.
