<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 25, 1992 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Mattila presented an amendment to the City's Subdivision and R-2 District <br />Standards to allow for the administrative review and approval of a lot split <br />for an existing two-family home site. <br /> <br />A request was received from a City property owner to streamline the <br />review process for lot splits for existing two-family homes by allowing staff <br />to review and approve such lot splits. <br /> <br />The proposed amendment would only pertain to existing lots and not to any <br />lot split that would create a new building site. If a new building site is <br />proposed it would come through the minor subdivision process or the <br />preliminary and final platting process. <br /> <br />The amendment develops new language allowing administrative review and <br />this language would be added to the minor subdivision section of the <br />subdivision ordinance and would become Section 26-24(C). The Planning <br />Commission reviewed the request and recommends approval. <br /> <br />Mattila explained that the City Attorney felt that Section 4-230(C) dealt <br />with the subdivision of property and seemed out of place in the R-2 district <br />standards. The proposed amendment would delete Section 4-230(C) from <br />the R-2 district standards. <br /> <br />Mattila noted that about 100 existing two-family lots in the City would be <br />covered under this amendment. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />GIVE FIRST READING TO AN ORDINANCE AMENDING THE CITY'S R-2 <br />DISTRICT AND SUBDIVISION STANDARDS ALLOWING FOR THE <br />ADMINISTRATIVE REVIEW AND APPROVAL OF A LOT SPLIT FOR AN <br />EXISTING LOT CONTAINING AN EXISTING TWO-FAMILY DWELLING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Community Development Director Kevin Locke presented the purchase <br />agreement for the New Brighton Lumber property. <br /> <br />The property is within Development District #1 and TIF District #18, and is <br />part of the downtown redevelopment project area. This acquisition <br />continues the City's efforts to assemble the redevelopment sites. The <br />property is 74,923 sq. ft. and includes 4 structures. It is on the Ramsey <br />County tax rolls at a value of $227,500. <br /> <br />Locke summarized the terms of the purchase. The $215,000 purchase <br />price would be made in three payments and the lumber company will have <br />until the end of 1993 to clear and vacate the land. New Brighton Lumber <br />will carry insurance during possession of the site and extending until after <br />the City takes title to the property.
