COUNTY ROAD EAST. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearina - None <br /> <br />Council Business <br /> <br />Finance Director Margaret Egan said the Financial Policy Advisory Board <br />(FPAB) completed review of a policy for the charging of in-house <br />administrative and engineering services for capital improvement projects. <br /> <br />Chris Greene, FPAB, said the FPAB reaffirmed the basic policy which <br />transfers costs based on a percentage, and recommends the City return to <br />annual costs transfers. Recommended policy changes include: cost <br />transfers based on percent completed at major milestones and year end, <br />and cost transfers and capital project closeouts reviewed by City Manager. <br />He reviewed the administrative and engineering fees and noted that <br />engineering fees may be increased by up to 4% for complex projects. <br />The recommended policy provides for; fair allocation of costs, simplicity in <br />administration, timely cost allocations, and timely review. <br /> <br />City Manager Dave Childs said by this recommendation the policy, adopted <br />in 1966, will be revived. Greene said the City continually transfers costs, <br />but the question is the transfer's timeliness. Benke said the City is not in a <br />revenue loss position, but simply will install a timely accounting procedure. <br /> <br />City Engineer Les Proper said the 18 % engineering fee is based on <br />Municipal State Aid rules.
